- The VA Montana Healthcare System, Fort Harrison, Montana is seeking the services of a qualified Architectural Engineering (A/E) firm with specialized experience in design of vertical expansion of new intensive care unit (ICU) space to include architectural, mechanical and electrical systems through construction period service of new structures and renovation of existing buildings. The selected firm shall provide all technical services to include architectural, mechanical, structural, and electrical engineering as necessary for design and development of project drawings and specifications for Project 436-110, Correct Patient Privacy Deficiencies. The project scope will establish 4,800 SF of new space on the 3rd floor level (vertical expansion) of the surgery wing for a new ICU at current standards of patient privacy and space. Also, existing patient rooms /support areas, same day surgery, and old ICU located on 3rd and 4th floors of 18,000 SF will be gutted and renovated for the intent of establishing a majority of patient single bed rooms with private toilet/shower and some double bed rooms to meet current patient privacy, space and accessibility standards. Site location is 3687 Veterans Drive, Fort Harrison, Montana. The estimated construction range is between $6,500,000 and $8,000,000. The contractor shall submit the following information in three separate binders. Binder one shall be labeled as such and consist of the offeror's Standard Form 330. Binder two shall be labeled as such, and consist of all of the remaining supplemental information. Binder three shall be labeled as such and consist of the offeror's present and past performance information. Selection criteria is as follows in descending order of importance; (1) Specialized experience of the firm, both prime and consultants, in design and construction of medical facilities, (2) Previous experience of the A/E and consultants in the design of similar projects and previous VA / Government work, (3) Geographical location of prime firm within a 250 mile radius of VA Medical Center, Fort Harrison, MT, (4) Proposed management plan of design team, (5) Proposed design approach for proposed project, (6) Estimating effectiveness, include 10 recently bid projects, (7) Project control for schedule and cost, (8) Misc experience (energy, value engineering, etc). All interested firms are required to submit four (4) copies of recently completed Standard Form (SF) 330, Architect-Engineer Qualifications binders to the Contracting Officer (CO) shown below no later than 3:30 p.m. (MST), Friday, October 18, 2009. Only SF 330's received at the address shown below will be considered for award. Solicitation VA-259-09-RP-0436 has been assigned and should be referenced on all correspondence regarding this announcement. THIS IS NOT A REQUEST FOR PROPOSAL. NAICS Code 541310 is applicable to this acquisition and the small business size standard is $4.5 million. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.11 required registration in the Central Contractor Registration (CCR) database prior to award of a contract.
