Description
This is not a Request for Proposal. The government does not intend to award a contract from the results of this Sources Sought Notice. The applicable North Atlantic Industry Classification Code(NAICS)for this requirement is 541810 and the small business size standard is $7M. The Mission and Installation Contracting Command-Center Fort Knox is conducting a market survey in accordance with the Federal Acquisition Regulation (FAR) Part 10.001 to determine the capabilities of all businesses interested in providing the supplies and services customarily provided by a full-service advertising agency to support personnel acquisition and retention programs for the Office of the Assistant Secretary of the Army, Manpower and Reserve Affairs, Washington, DC; United States Army Accessions Command (USAAC), Fort Knox, Kentucky; and the Office of the Chief, Army Reserve (OCAR), Washington, DC. This requirement is for a full-service advertising agency that has the capability to offer complete advertising planning and tactical services to include: creative (both development and production), media (both planning and buying), strategic planning/research, account services, local marketing, event marketing, local marketing, public relations, multi-cultural advertising (African American, Hispanic, and Asian American), promotions marketing, and interactive marketing. The proposed period of performance will be a one-year base period and four one-year option periods. The intent is to issue one solicitation with award to one full service advertising agency. Small business teaming arrangements are encouraged. Potential offerors must be able to perform the entire requirement. If your company is unable to perform the entire requirement, provide information regarding the portions your company is able to provide. Contractors are encouraged to comment on the draft performance work statement (PWS) attached to this notice. Please limit your response to no more than seven (7) pages and include the following: 1. Business Information: company name, address, point of contact, phone number, email address, D&B Duns Number, and business size and classification (i.e., small business, 8(a), woman-owned, service disabled veteran-owned, HUBZone, large business, etc.) 2. Capability Information: Describe your overall marketing and advertising capabilities, experience,and resources. Indicate the number of staff you currently employ that are fully dedicated to each of the following marketing disciplines: account planning/research, creative advertising, media planning, media buying, interactive advertising, web site design and maintenance, public relations, and direct marketing. Describe your ability to manage a national integrated marketing program of similar size and scope of the attached draft PWS. Describe your financial capability and include the amount of annual billings for media and production placement on behalf of current clients. Responses to this notice may contain company proprietary information and must be marked accordingly. The government shall not be liable for or suffer any consequential damages for any technical information identified (e.g., limited or restricted rights). This is a market research tool being used to determine procurement strategy. Responses must be submitted by 2:00 PM, Eastern Daylight Time (EDT), on Tuesday, September 29, 2009. No extensions will be granted and no responses will be accepted after the closing date. Responses must be in writing and submitted electronically to Joanne Edwards at joanne.w.edwards@us.army.mil. Responses should also include the Sources Sought number in the subject line of the email message.
