- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. To facilitate submission of quotes through electronic commerce and to provide applicable clauses, Request for Quote (RFQ) No. R09PS30104 will be issued via FedBizOpps (www.fbo.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-36. This requirement is being procured under Simplified Acquisition Procedures (SAP) and is a set-aside for small business. The North American Industry Classification System (NAICS) Code for this acquisition is: 541620 Environmental Consulting Services. The small business size standard for NAICS Code 541620 is $7.0 million. The Southern California Area Office, Lower Colorado Region, Bureau of Reclamation, Department of the Interior, located in Temecula, CA, has a requirement for consultation services in the form of a review, evaluation, and action plan for change implementation as regards the 5-Year Water Conservation Plan of the Metropolitan Water District of Southern California. The following clauses and provisions are applicable to this commercial item acquisition: FAR provision 52.212-1, Instructions to Offerors - Commercial Items. Determination of award will be based on the lowest priced, responsive quote from a responsible offeror. FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items - Offerors shall include in their offer a completed copy of the provision 52.212-03 or indicate completion of the applicable Online Representations and Certifications Application (ORCA). Offerors may complete the annual representations and certifications online at www.orca.bpn.gov. FAR clause 52.212-4, Contract Terms and Conditions - Commercial Items. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items. Responsible offerors are requested to submit a quote for this requirement. Offers may be submitted electronically through FedBizOpps, via email to dkent@usbr.gov, or by fax at 702.293.8499. Quotes are due on or before Friday, 09/18/2009, 4:00 p.m. PDT.
