Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a sole source purchase order to MDS Analytical Technologies, Inc., 1311 Orleans Drive, Sunnyvale, CA, 94089-1136 for the purchase of an Axon GenePix 4300A Scanner 2-laser STD. NIMH will plan to validate other sensitive, but high-throughput methods of analysis of sweat patch eluates. In addition, NIMH will develop/validate a fast, sensitive and reliable assay for high-throughput analysis of multiple analytes (immune, neural, endocrine, and metabolic) from a single low-volume sample of eluate extracted from sweat patches. NIMH has validated the commercially available glass chip-based static antibody array technologies against the already validated Recycling Immunoaffinity Chromatography technology. NIMH will apply the sweat patch methodology in combination with the glass chip-based antibody array technology toward elucidation of the pathophysiology of a wide range of diseases/disorders and for assessment of therapeutic interventions, as well as preventative measures, to improve patient care and wellness. MDS Analytical Technologies, Inc is the only supplier, which has been customized for NIMH’s needs. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request from competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
