Description
Revised DD254 Statement of Work-Update 10 September 2009 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The National Geospatial-Intelligence Agency (NGA) has a requirement for Professional and Management Development Consulting Services. The solicitation number is HM017709T0090 and is issued as a Request for Proposal (RFP). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being set-aside for small business concerns. The associated NAICS Code is 611430 and the size standard is $7.0 Million. Period of Performance: The period of performance of this effort will be date of award through 30 June 2010. Please submit pricing for seven (7), 2-day sessions. Type of Contract: Time-and-Materials Government Furnished Materials: NGA will provide a workspace with computer workstations and any historical documentation needed to perform contract tasks. Place of Performance: Work performed under the resulting contractual action will be at the NGA Bethesda site and other external locations approved by NGA. Background: NGA requires a professional and management development consultant to assist the Source Operations and Management Directorate first-level supervisors' in building an effective decision-making team process; provide strategic planning and analytic tradecraft development expertise; facilitate selected first-level supervisors' problem-solving sessions; and craft and facilitate management workshops for first-level supervisors. Scope: Please see attached Statement of Work. Evaluation Factors: The Government will evaluate offers received under this solicitation to determine the Offeror(s) whose proposal represents the best value to the Government, price and other factors considered. The Government may award to a higher rated, higher priced Offeror, where the decision is consistent with the evaluation factors. The Government intends to award without discussions in accordance with FAR 15.306(a) (3). The evaluation criteria below will be used for the basis of award. Factor 1: Experience of Consultant: Contractor shall provide resumes that demonstrates relevant knowledge and provides strategic planning and development expertise. Demonstrate relevant knowledge of problem solving and managment of workshops for leadership development in the intelligence community as it relates to the requirement. Knowledge of NGA and the Source Directorate is desirable. Factor 2: Technical Approach: Contractor shall provide examples of previous training plans/workshops relating to the requirement as outlined in the SOW. Factor 3: Past Performance: Contractor shall submit revelant past experience in developing training workshops/plans. This shall include providing three professional references with up to date contact information with date of services performed (within the past three years) and point of contact (name, telephone number, and email address). Factor 1 Is Significantly More Important That Factors 2 And 3 Combined. Cost/Price Assessment Area: The Offeror's proposed cost/prices will not be numerically scored, but will be evaluated for completeness and reasonableness, and to ensure they reflect a clear understanding of the requirements and are consistent with the various elements of the Offeror's technical proposal. Evaluation of the price proposal may also consider, but not be limited to comparison of proposed costs/prices received in response to the solicitation, comparison of previously proposed cost/prices for these same or similar items, comparison with competitive published cost/price lists, published market costs/prices of commodities, similar indexes, and discount or rebate arrangements, comparison of proposed costs/prices will be independent of Government cost estimates. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price will be evaluated in accordance with FAR 15.404-1 to determine if it is fair and reasonable. Security: All offerors will be initially evaluated based upon Security. This is a pass/fail area. Offers failing this area will be notified that they are no longer being considered for award. Offers evaluated as passing this area will be further evaluated using the best value source selection process. Security Proposal describes the Offeror's policies and procedures to ensure compliance with security requirements identified in the National Industrial Security Operating Manual (NISPOM) and applicable DoD and DCID regulations. ( www.dss.mil ) The Security proposal should address the security guidance identified in the RFQ and attached DD Form 254. Information should address the Offeror's facility clearance level (granted by the Defense Security Services) or whether sponsorship is required: personnel clearance; if applicable, security approach to support protection of SCI and collateral information for storage, processing and discussions at NGA or another Government or contractor location; and include a demonstrated knowledge and approach in implementing applicable security policies and regulations. The security proposal shall include a listing for all proposed personnel including full names, social security numbers, clearances held, type of investigation and date of completion and government sponsor. Also, the Offeror must submit an SF 328, "Certificate Pertaining to Foreign Interests" along with an affirmative statement that there are no foreign Organization Conflicts of Interest (FOCI). The security proposal should address any issues that would inhibit the Offeror from performing on a DOD Classified effort as required in DOD or DCID regulationsd, such asd Foreign Ownership Control or Influence.
