Synopsis/Solicitation PDF This is a combined synopsis/solicitation for a commercial service prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.102 (g) and with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued. The Solicitation number is: OPM054-09-Q-0081 and is issued as a Request for Quotations (RFQ). This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-36 dated August 11, 2009. The North American Industrial Classification System (NAICS) code is 423910, and the small business size standard is 100 employees. This procurement is reserved exclusively for small businesses. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer is providing the Best Value and discussions are not necessary. The Center for Human Capital Management Services (CHCMS) provides human resource management services to the Office of Personnel Management (OPM) community and its clients from the first point of contact to the last point of contact using state of the art methods which are supported by efficient, effective, timely service, and a nurturing cooperative attitude. CHCMS, in support of Director Berry’s work-life initiative entitled “OPM Walks Around the World”, has a need for a contractor to provide 2,000 pedometers to encourage employees to log physical activity in support of the work-life initiatives. Interested employees will be encouraged to start with an activity such as walking to promote a healthier lifestyle and can help manage your weight, control you blood pressure and decrease risk of heart attack, stroke, cancer, and diabetes. AWARD: OPM intends to award one Firm-Fixed Price contract to the offeror that represents the best value to the government, on or before Friday, September 25, 2009. PERIOD OF PERFORMANCE: The period of performance shall be from date of award through October 23, 2009. Note that all pedometers embossed with the OPM logo must be received by October 23, 2009. FOB: Destination CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information. QUESTIONS DEADLINE: All questions are to be submitted via email to John.Dismond@opm.gov no later than Thursday, September 17, 2009, 12:00PM Eastern Standard Time (EST). QUOTATIONS DUE: All quotations are due, via email to: John.Dismond@opm.gov no later than Friday, September 18, 2009, 12:00PM Eastern Standard Time (EST). Responses to this notice must be sent: (1) electronic copy via email to John.Dismond@opm.gov and shall include the solicitation number in the subject line and be signed and dated. No phone calls will be accepted. Note that communications with other officials may compromise the competitiveness of this acquisition and result in the cancellation of the requirement.
