- RECOVERY ACTION. FOR INFORMATIONAL PURPOSES ONLY. DUNS 007113228. The modification addresses the following work: These funds are to support merit reviewers at Sandia National Laboratories for the Advanced Research Projects Agency-Energy (ARPA-E) Program. The ARPA E-E Program is a bold concept that focuses on high risk, high payoff concepts - technologies promising true energy transformations, to bring the next generation of energy technologies to fruition. Specifically ARPA-E aims to: • Enhance our economic security by identifying technologies with the potential to reduce energy imports from foreign sources; reduce energy-related greenhouse gas emissions; and improve efficiency across the energy spectrum. • Ensure we remain a technological leader in developing and deploying advanced energy technologies. The action is other than fixed price because work assigned to the Sandia Corporation through the issuance of Work Authorizations is pursuant to the terms and conditions of their prime management and operating contract awarded under as a cost reimbursement type contract due to the uncertainties in contract performance. Cost cannot be estimated with sufficient accuracy to use any type of fixed price contract as the exact nature and duration of the work is uncertain. The use of a separate fixed price award to Sandia Corporation for the Work Authorization is inappropriate because this is issued under an existing cost reimbursable contract. Sandia was selected by DOE to participate in this American Recovery and Reinvestment Act (ARRA) work due to the expertise at Sandia National Laboratories in the subject matter. The funds will ensure the best selection of proposals for the next generation of energy technologies. The work falls within the prime contract Statement of Work, paragraph 3.3, entitled “Energy Efficiency and Renewable Energy” that states: “The Contractor shall provide research, design and manufacturing capabilities for solar electric technologies (solar thermal and photovoltaic), wind energy, geothermal energy systems, industrial and transportation applications, fossil energy programs, electric power systems, hydrogen power technologies and battery systems for utilities and transportation.” NOTE: This action is awarded under Modification no. A353. The awarded modification recognizes Work Authorization no. 09/CJ000/00.02 issued under Management and Operating Contract number DE-AC04-94AL85000. This action is funded by Recovery Act dollars.
