Description
The Dayton VA Medical Center, 4100 W. Third Street, Dayton OH, 45428-9000, intends to sole source the Stat!Ref Online Clinical Reference database to a Veteran Owned Small Business, Teton Data Systems 125 S. King Street, Jackson, WY, 83001-9223. The North American Industry Classification System (NAICS) Code is 519130, Internet Publishing and Broadcasting and Web Search Portals, Small Business Size Standard is 500 Employees. This announcement of the intent to sole source is NOT a request for proposals, quotes, or bids. No formal solicitation document will be forthcoming. Interested parties may identify their interest and submit product information in response to this notice. A determination by the Government not to compete this proposed contract is entirely in the discretion of the Government. Inquiries or comments regarding this announcement may be emailed to the POC at Aprile.Horne@med.va.gov by COB September 16, 2008 at 12:00 PM ET. A sole source, fixed price contract with Teton Data Systems may be awarded, dependent upon availability of funds on or around September 17, 2009. Department of Veterans Affairs Medical Center 4100 W. Third Street Dayton, OH 45428 Justification and Approval to procure using other than full and open competition. Based on the following justification, the use of other than full and open competition for the proposed contractual action is hereby approved pursuant to authority of 41 U.S.C. 253(C)(1) under FAR 6.302-1(a)(2) (Only one responsible source and no other supplies or services will satisfy agency requirements). Justification 1.Identification of Agency and Contracting Activity The Department of Veterans Affairs Medical Center, in Dayton, Ohio is a part of the VISN 10 Contracting Department. 2.Nature/Description of Action This document sets forth the justification and approval for one of the exceptions to full and open competition allowed under Federal Acquisition Regulation Part 6.302-1(a)(2)(ii)(A) and (B). 3.Description of Supplies/Services STATIRef is an online healthcare resource. It includes cross-searchable, full-text, top-tier titles in a breadth of healthcare disciplines from a wide variety of reputable authors, publishers and societies. STAT!Ref online is a cross-searchable, healthcare reference that integrates core titles with evidence-based resources and innovative tools in one site. 4.Identification of Statutory Authority The statutory authority permitting other than full and open competition is 41 U.S.C. 253(C)(1). 5.Demonstration of Contractors Unique Qualifications Teton Data Systems, a small veteran owned business, is the sole source producer/provider of the STAT!Ref Electronic Resources for Healthcare Professionals. They are the only manufacturer able to provide and maintain this suite of services. STAT!Ref is widely used throughout VHA as well as a National License with VA Central Office (776-C70407). 6.Description of Efforts Made to Ensure a Variety of Potential Sources Teton Data Systems is the sole manufacturer of the STATIRef online healthcare resource. They will remain the sole source until another manufacturer can offer the same resource. 7. Determination of Fair and Reasonable Cost The price will be determined fair and reasonable by comparing it to the independent Government estimate and the price paid for the same or similar services at this and other Government facilities. August 1, 2007 - July 31, 2008 VISN 10 Costs: August 1, 2008 - July 31, 2009 1/5N 10 Costs: August 1, 2009 -July 31, 2010 VISN 10 Costs Due:$33,452.85 $34,909.23 $39.097.00 Teton Data Systems has also offered a 3-year firm fixed pricing agreement from July 31, 2009 through July 21, 2012 at $42,788.22. 8.Description of Market Survey Listing of Interested Sources Teton Data Systems is the sole source of this resource 9.Actions That May be Taken to Overcome Barriers to Competition There are no barriers at this time.
