Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81K00-09-T-0481 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition is unrestricted under NAICS code 339112, Size STD 500. FAR provisions and clauses in this solicitation may be viewed at http://www.arnet.gov/far/. DFARS clauses may be viewed at http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html. The requirements in this solicitation: 1.1ea LN9000 System, Mobile Collection System with 2 service & 2 technician manuals, #09000-110-E. Mfr: Haemonetics Corp Vendors offering other than the brand name product shall meet or exceed the following Salient Characteristics: 1.Must be able to collect platelets at fixed and mobile locations. 2.Must be rugged to withstand war zone locations. 3.Must be able to provide realistic training for war and peacetime operations. 4.Must be able to perform apheresis within 1-1/2 2 hours. 5.Must be easy to use and easy to train personnel. 6.Centrifuge must operate at 5500 revolutions per minute. 7.The display screen must display 3 sections and continually update information for the operator throughout the collection procedure. 8.Must have a dual IV pole. 9.Must be single donor collection. 10.Must be cost-effective. 11.Must provide donor comfort. Delivery date is within 2 weeks after receipt of order. Place of delivery and acceptance is Brooke Army Medical Center, 3851 Roger Brooke Dr, Ft Sam Houston, TX 78234-6200. FOB destination is preferred. FAR provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award. Vendors shall comply with FAR 52.211-6, Brand Name or Equal, if submitting other than the Brand Name product. Offers will be evaluated according to 52.212-2. Evaluation factors at 52.212-2 (a) are price and (b) conformance to salient characteristics outlined in this solicitation. (Lowest Price Technically Acceptable) Vendors shall include a completed copy of FAR provision 52.212-3 ALT I as outlined therein. FAR clause 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition to include the following addenda: FAR 52.232-18, Availability of Funds; DFARS clause 252.212-7001 is included with the following clauses selected: 252.225-7001, Buy American Act and Balance of Payments Program; 252.211-7003, Item Identification and Valuation, 252.232-7003 Electronic Submission of Payment Requests; 252.247-7023, Transportation of Supplies by Sea, with its Alternate III.
