- RECOVERY--The work of this project consists of the removal and disposal of existing fully-adhered ethylene propylene diene monomer (EPDM) elastomeric sheet roofing systems and the installation of new PVC roofing systems for the two Operating House Structures at the New Bedford-Fairhaven Hurricane Barrier in Massachusetts. There are two Operating House Structures associated with the hurricane barrier, one on the New Bedford side and one on the Fairhaven side. The Operating House on the New Bedford side (Operating House No. 1) has exterior dimensions of approximately 59 feet by 25 feet, and the roof has two distinct levels. The Operating House on the Fairhaven side (Operating House No. 2) has dimensions of approximately 20 feet by 25 feet, with the roof at one level. There are various roof-mounted items and penetrations on the roofs including roof hatches, chimneys, an antenna base, ventilators equipment pads, and an exhaust pipe. The existing roofing systems to be removed are composed of tapered insulation and EPDM material. The systems are fully adhered and installed over a concrete deck. All roofing materials shall be removed and disposed of down to the concrete roof decks, including the insulation, EPDM material, walk pads, wood blocking, flashing, and other related items. In addition, the fascia around the perimeters of the roof surfaces shall be removed and disposed of. Existing lightning protection systems, railings, and roof equipment shall be removed as required to install the new PVC roof material and related items, and then reinstalled. All removed items shall be disposed of off the project site. New mechanically attached PVC roof with rigid, tapered insulation shall be installed on the prepared concrete roof decks. Additional work includes installing pressure-treated wood blocking as required by the roof system, new fascia as per the roof design, and additional protective pads. Serious fall hazards exist for this project and fall protection measures shall be taken. The estimated cost of this procurement is between $25,000 and $100,000. This solicitation will be available on or about 2 October 2009 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov) which links to the FedTeds website (see below). Prospective contractors are required to self register their firm on the Internet to receive this solicitation. Registration instructions are available on the internet at https://www.fedteds.gov. Amendments, if any, will be available at this Internet site. Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. This procurement is UNRESTRICTED. The applicable NAICS code is 238160 with a Small Business Size Standard of $14,000,000. All responsible sources may submit a quotation which will be considered by the New England District.
