- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-09-Q-0586 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20090825. This procurement is being issued as total small business set-aside under NAICS code 335999 and small business size standard 500 employees. The contractor shall provide the following items on a firm fixed price basis: ITEM 1: Bandpass Filter QTY: 2 MFR P/N: Millitech FNP-12-02R0 OR EQUAL DESCRIPTION: Insertion Loss (dB)(max) (based upon a 5-section filter, upper limit is 6% bandwidth and 8 sections) - 2.0 Low side rejection level (dB) at FRL (min) (standard rejection frequencies (FRL and FRH are calculated at center frequency ±1.5xbandwidth in GHz) - 40 High side rejection level (dB) at Frh (min) (standard rejection frequencies (FRL and FRH are calculated at center frequency ±1.5xbandwidth in GHz) - 30 Passband VSWR (typ)-1:5:1 ITEM 2: Power Amplifier QTY: 1 MFR P/N: Millitech AMP-12-02280 OR EQUAL DESCRIPTION: FLow - 71 FHigh - 76.0 Gain (typ)(dB) - 23.0 1dBCP (typ)(dBm) - 16.5 Connector - WR-12 ITEM 3: Low Noise Amplifier QTY: 1 MFR P/N: Millitech LNA-12-02100 OR EQUAL DESCRIPTION: FLow - 71.0 FHigh - 86.0 Gain (typ)(dB) - 12 NF (typ)(dB) - 5.5 Connector - WR-12 ITEM 4: General Purpose Detectors QTY: 2 MFR P/N: Millitech DXP-12-RPFWI OR EQUAL DESCRIPTION: Frequency band and range (GHz) - 60-90 Video voltage (mV at -20 dB input) - 13 Video sensitivity (mV/mW) (min into 1 MΩ) - 600 Flatness (dB) - ±2.5 TSS at 1 kHz (bw 40 Hz, dBm) - -45 Video bandwidth (MHz) (video bandwidth is 1 GHz typical when terminated into a 50Ω load) - 10 Operating RF input power (dBm, CW max) - +16 Absolute max rating (dBm) - +20 Offerors shall specify at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The expected delivery date is 30 days After Receipt of Order (ARO). The place of delivery, acceptance and FOB destination point is F4HBL1/Transportation Depot 2, 148 Electronic Parkway, Rome, NY 13441. The provision at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 12 PM (ET) TUESDAY 22 SEPTEMBER 2009. Offerors are encouraged to submit their quotes using the SF1449, Solicitation/Contract/Order for Commercial Items. (b)(4) Submit a technical description of the items being offered. (b)(10) No past performance information is required. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within two (2) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at FAR 52.212-2, Evaluation -- Commercial Items applies. In addition to the information in paragraph (a), the following factors shall be used to evaluate offers: PRICE and TECHNICAL CAPABILITY. Both factors are of approximately equal importance. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items and ALT I must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Offerors are required to complete only paragraph (b) of this provision and submit it with their quote.
