Description
The U.S. Coast Guard is setting aside this acquisition for Small Business concerns. The NAICS Code is 336611 and the small business standard is less than 1,000 employees. This acquisition will be issued as a Request for Quotes (RFQ) on or about September 30, 2009 via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov with quotes due on or about October 15, 2009. The government reserves the right to cancel this solicitation, either before or after the quote opening or closing date. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings is available free of charge to contractors upon request not later than three (3) days from the quote opening. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). The estimated value of this procurement is between $1,000,000.00 and $5,000,000.00. The small business size standard is less than 1,000 employees. The NAICS Code is 336611. The acquisition is for DRYDOCK and repairs to the USCGC PATOKA (WLR-75408), a 75 Foot River Buoy Tender. The vessel is home ported in Greenville, MS. All work will be performed at the contractor's facility. There is a geographic restriction for this dry-dock availability to a facility restricted to the Western Rivers of the United States (General). The "Western Rivers" means the navigable portions of the Mississippi River and its tributaries above mile markers 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of Coast Guard aids to navigation facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the "Western Rivers," but specially excludes unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. (Specific) 01 November to 15 March south of Melvin Price Lock and Dam. The vessel availability is starting on or about 11 January 2010 to 1 May 2010, for a total of one-hundred and ten (110) calendar days. The scope of the acquisition is for the overhauling, cleaning and repairing of various items aboard the USCGC PATOKA (WLR-75408). This work will include, but is not limited to: Perform Ultrasonic Thickness Measurements - Underwater Hull Plating (Barge); Perform Ultrasonic Thickness Measurements - Underwater Hull Plating (Tender); Perform Ultrasonic Thickness Measurements – Barge Side Shell Plating; Perform Hull and Structural Plating Repairs (10.2-Pound); Perform Hull and Structural Plating Repairs (12.75-Pound) Perform Hull and Structural Steel Plate Repairs (15.3-Pound); Perform Hull and Structural Plating Repairs – Eroded Welds (Steel); Perform Hull and Structural Plating Repairs – Crack (Steel); Perform Hull and Structural Plating Repairs – Overlay Welding (Steel); Clean and Inspect Fuel Stowage and Overflow Tanks (Barge); Clean and Inspect Fuel Stowage and Overflow Tanks (Tender); Clean and Inspect Ballast Tanks; Renew Sea Valves; Renew Firemain Valves; Renew Bilge, Ballast, and Drainage Valves; Shrink Wrap Crane; Preserve Barge Buoy Deck; Preserve Underwater Body (Barge) – “100%”; Preserve Underwater Body (Barge) – “Partial”; Preserve Underwater Body (Tender) – “100%”; Preserve Underwater Body (Tender) – “Partial”; Preserve Freeboard (Barge) – “100%”; Preserve Freeboard (Tender) – “100%”; Routine Drydocking (Barge); Routine Drydocking (Tender); Provide Temporary Logistics; Renew Structural Closures; Renew Bulwark Supports; Renew Engine Room Hull Plating (Barge); Renew Engine Room Hull Plating (Tender); Renew Tender Towing Knees; Install Barge & Tender Firemain Interface; Modify Barge Side Shell Plating; Main Engine and Shafting Replacement; and Upgrade Steering Gear and Rudder Systems.
