Modification 3: The purpose of this modification is to request two data collection instruments within the system as opposed to one.Modification 2: The purpose of this modification is to post questions and answers posed to the program office during the time allowed for technical questions.1. What angle specular reflectance accessory are they seeking? Thereare variable angle accessories as well as fixed 30 degree angle option.Fixed 30-degree angle option, upgradable to variable angle.2..What is considered standard IR and visible objectives? The optionsinclude 15x, 32x for the IR, and 4, 10, 20, 50, 100 for the visibleMinimum of:IR - 15X and 32X (or similar)Visible - 20X and 100X (or similar)3. Are they seeking a slide on-ATR objective or a dedicated ATRobjective? If the latter, what type of crystal should be included,diamond, or zinc selenide?Dedicated Ge ATR objective. 4. For the Raman microscope, are they also requesting an auto stage andmapping capabilities, or a manual stage?Raman microscope should include auto stage and mapping capabilities.5. what objectives should be included with the Raman system? 50X isrecommended for most Raman applications, but can be 10X,20X, 50X, 100X50X6. Should the Raman system also include a camera?Camera should be included with Raman system.7. Would they like both high resolution and full range gratings foreach wavelength, or just one or the other?Minimum of full range gratings for each wavelength.8.Is there a required resolution and signal to noise specification for the FTIR spectrometer for this solicitation?Research Grade -- Minimum of 0.2 cm-1 resolution and minimum of 50,000:1 signal to noise ratio.Modification 1:The purpose of this modification is to change the due date for quotes to September 18, 2009.FTIR SPECTROMETER - MICROSCOPE - RAMAN SYSTEM SPECIFICATIONSThis is a combined solicitation/synopsis for a commercially available FTIR Spectrometer/Microscope/Raman System. This solicitation/synopsis is for commercial items exceeding the simplified acquisition threshold, although prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 2005-26. This requirement is being solicited on a full and open competition basis. A firm fixed price contract award is anticipated. The NAICS code is 334516 with the small business size standard of 500 employees. Award will be made to the offer that represents the best value, i.e., the offer that is most advantageous to the Government, considering both technical and price. For this requirement, price may not be the deciding factor. Each offeror shall provide a technical proposal that demonstrates its equipment meets or exceeds each of the below specifications and provides past performance. Offers shall provide a firm fixed price for the system. The FTIR Spectrometer/Microscope/Raman system shall have the following features:FTIR Module:1.Light source: Single or multiple light sources to cover near, mid-IR, and far-IR spectrum, specifically 9600 to 20 cm-1. 2.Beamsplitters: Multiple beamsplitters to cover near, mid-IR, and far-IR spectrum, specifically 9600 to 20 cm-1.3.Automatic recognition and alignment of beamsplitters when changed.4.Detectors: InGaAs (Near-IR), DTGS (Mid-IR & Far-IR) ? Room temperature.MCT ? liquid nitrogen cooled.5.Accessories:ATR ? One multiple bounce (minimum triple bounce) ATR accessory(horizontal ATR and internal reflectance with trough) for use with both liquids and solids using ZnSe and Gecrystals.Diffuse Reflectance AccessorySpecular Reflectance AccessoryKBr pellet & press system FTIR Microscope Module:1. Spot size ? 3-10 ?m visible range resolution.2. Auto Stage ? Computer controlled3. Mapping Capabilities4. Multiple Objectives: ATR ObjectiveGrazing Angle ObjectiveStandard IR and Visible Range Objectives5. Video Camera Port6. Video set with framegrabberDispersive Raman/Microscope Module:1. PCI Network Interface Card or integratedInstrument Set-up and Training:1.Instrument set-up will be completed prior to conducting the on-site training.2. A minimum of three days on-site training shall be provided for up to three operators of the system.3.A minimum of one training course for FTIR spectroscopy at the vendor?s facility shall be provided for one operator of the system.4.A minimum of one training course for Raman spectroscopy at the vendor?s facility shall be provided for one operator of the system.General Items to be included with the FTIR Spectrometer/Microscope/Raman system:The manufacturer shall provide a one-year warranty on the FTIR/Microscope/Raman system for all parts and labor commencing from the date of the system acceptance. The manufacturer shall provide a five-year warranty on the FTIR/Microscope/Raman system light sources and interferometers commencing from the data of system acceptance.The system manufacturer shall provide appropriate training for up to three individuals who will be operating the system. This training shall be provided on-site at the location of the owner/operator of the system being procured. The training shall be structured such that, at a minimum, a 3-day period will provide adequate instruction for all operators. The training shall include all aspects of system operation, maintenance, and troubleshooting and be made available at reasonable time intervals. This training must provide the user with the knowledge necessary to effectively operate the system in all modes of efficient analytical support.The system manufacturer shall provide a complete set of all operator, maintenance and software manuals, including those covering all peripheral items.The manufacturer shall provide an initial supply of spare parts and consumables for installation and initial operation and checkout of the complete system. The instrument is to be installed at the Robert S. Kerr Environmental Research Center, 919 Kerr Research Drive, Ada, OK. The end user analyst will coordinate installation with manufacturer. Installation must be performed by individuals employed by the system vendor and certified by the vendor to be trained in the setup and operation of the instrumentation being installed.The following clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 evaluation-Commercial Items; (See below technical Evaluation Criteria). Offers shall provide information to demonstrate/substantiate that the quoted system meets the above minimum specifications. FAR 52.212-3 Offeror Representations & certifications-Commercial items, shall be completed by offeror and submitted with the quote unless offeror is registered with CCR and ORCA; FAR 52.212-4 contract Terms and Conditions-Commercial Items; The follow FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply- 52.222-3, 52.222-19, 51.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-3, 52.225-4, 52.225-13, 52.232-33, Payment by Electronic funds Transfer-Central Contractor Registration.
