- POTENTIAL OFFERORS WILL BE RESPONSIBLE FOR DOWNLOADING THEIR OWN COPY OF THE SOLICITATION AND ANY AMENDMENTS THAT MAY BE ISSUED. THIS ACQUISITION IS BEING ISSUED AS A 100% SMALL BUSINESS SET-ASIDE. The National Institutes of Health (NIH), Developmental Therapeutics Program (DTP), Division of Cancer Treatment Diagnosis (DCTD) is seeking a contractor to operate and maintain its Biological Data Processing System (BDPS). The DTP has overall responsibility for the discovery and development of chemical and biological agents with potential use in the treatment of cancer and AIDS. The discovery function of the program consists of acquisition, in vitro and in vivo evaluation and selection of candidate compounds for clinical assessment. The development functions involve Pharmacology and Toxicology studies, formulation development, and provision of materials for clinical evaluation and treatment. To accommodate the many samples potentially available for screening; highly automated assays have been developed. Successful implementation of these screening programs requires close coupling of laboratory process control, data acquisition, database management, and data analysis and presentation. In addition to the primary screening activities, data acquisition and database support is required for secondary testing and interaction with other screening studies. Experience is required in the following areas: Planning and designing scientific information systems; implementing large and complex biological and chemical databases; various hardware/software environments such as VAX/VMS, Oracle, TCP/IP, C, PL/SQL, Jbuilder X, Java Server Page (JSP), Extensible Markup Language (XML), Java 2 Enterprise Edition (J2EE), HTML, and CambridgeSoft. Proposed personnel should be experienced in software development in these areas and in biological and chemical application development. The offeror must demonstrate proficiency designing and developing browser-based and J2EE solutions and establishing database connectivity between such solutions and an Oracle database. The offeror may not be a pharmaceutical, chemical, or biotechnology firm. For purposes of this RFP, a pharmaceutical, chemical or biotechnology company is defined as an organization which sells drugs and/or chemicals to the general public for profit or is engaged in research leading to such products. In order to meet the Government’s requirement to engage in fact-to-face, bi-weekly status reviews between the NCI Contracting Officer’s Technical Representative and the contract’s Project Manager and senior technical staff members, the offeror’s facility must be located within a twenty-four (24) hour commute by automobile of the NCI Offices in Frederick, Maryland. Request for Proposal (RFP) N02-CM-97040-65 will be available on or about October 1, 2009 and receipt of proposals will be due on or about 2:00 p.m., Eastern Prevailing Time on November 2, 2009. The RFP will only be available electronically and must be accessed through the National Cancer Institutes’, Office of Acquisitions external website at URL: http://rcb.nci.nih.gov/ once there, click on Current Requests for Proposals. Under the Section entitled Current Requests for Proposals, click on number N02-CM-97040-65 entitled, “Operation and Maintenance of the Biological Data Processing System.” Interested parties are expected to review this notice and the Request for Proposal to familiarize themselves with the requirements of the project; failure to do so will be at your firm’s own risk. All information required for submission of a proposal will be contained in the electronic RFP package. POTENTIAL OFFERORS WILL BE RESPONSBILE FOR DOWNLOADING THEIR OWN COPY OF THE RFP AND ANY AMENDMENTS, FAILURE TO DO SO WILL BE AT YOUR FIRM’S OWN RISK. It is the offeror’s responsibility to monitor the above Website for the release of this RFP and amendments, if any. This solicitation is anticipated to result in one (1) award to an offeror capable of performing all aspects of the work described in the Statement of Work (SOW). It is anticipated that a single award, cost-reimbursement, cost-plus-award-fee, performance based service contract will be awarded on or before January 31, 2010, for a base period of one-year, plus four (4) one (1) year options. All responsible and allowable sources may submit a proposal which shall be considered by the Government. The Government’s estimated effort for this project is 6,580 direct labor hours per year. This advertisement does not commit the Government to award any contract. The North American Industry Classification System (NAICS) code is 541511, with a size standard of $25.0 million. This proposed acquisition represents a re-competition of Contract No. HHSN261200522008, (N02-CM-52208), awarded to Addis Incorporated in the amount of $5,025,834.
