Description
This is a combined synopsis/solicitation for an Exceptional Family Member Assistant under the Army Community Service Center Manager and prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Exceptional Family Member Program Assistant 1.The Exceptional Family Member Program Assistant works under the general supervision of the designated Army Community Service Center Manager. The Army Community Service Center exists in support of services that enhance Service Members and their Family Members Readiness. 2.Scope of Work: The Exceptional Family Member Program Assistant, herein referred to as the Contractor, shall be responsible for providing the Army Community Service Officer (ACSO) and the assigned Program Manager ongoing and specialized information in the establishment of local policy and procedures regarding Exceptional Family Member Program (EFMP) for the Baumholder Military community. Use guidelines consisting of governing law and DOD and Army regulations and required adaptation based on the nature of the assignment. The Contractor is expected to independently carry out assigned functions and to exercise initiative and judgment in establishing local policy and procedures. The Contractor is to keep his/her supervisor informed through periodic discussion of ongoing issues and projects. The Contractor is to adhere to policy regulations and the soundness of judgment and recommendations. 3.Location of Services: The Contractor will have access to the ACS Building for the purpose of completing tasks as set forth in the PSOW. During normal duty hours (0800-1700 these facilities will be unlocked. 4.Hours: The Contractor shall provide services Monday Friday between the hours of 0800-1700. Actual hours worked by the Contractor will be scheduled between the contractor and his/her immediate supervisor. However during the period of this contract, services may be required to be performed outside of the days and times stated above. The service rate will remain the same. The Contractor shall not provide services on legal U.S. holidays. The legal U.S. holidays are those recognized by the Federal Civil Service calendar. 5.Contractor shall provide the following specific tasks: a. Provide aid in the coordination and administration of the Exceptional Family Member Program. b. Maintain a comprehensive resource directory of military and civilian special education and health related services within a forty mile radius of the installation. c. Collect, analyze, and maintain data from ACS management systems for planning and reporting purposes in accordance with governing program guidelines. d. Identify Families in need of respite care services, medical or education screenings, or advocacy services. e. Provide appropriate advocacy support to Families with special needs Family members (educational, medical, community support). f. Monitor respite care program and document family needs, verify credentials of potential providers, maintain accurate records on usage, and market services available. 6.Contractor shall accomplish the following in conjunction with the specific tasks outlined in this PSOW: a. Contractor will meet periodically with assigned ACS manager to discuss program statistics and progress. b. Contractor shall be responsible for maintaining record files incident to the services provided by the contract. Files must be maintained in a secured area and are the property of the U.S. government in accordance with ACS SOPs and AR 608-1. c. Contractor will obtain and maintain a CAC card for computer usage. The Contractor is responsible to complete all training and certification requirements to use the government Local Area Network computer within three working days of contract award. d. Contractor shall present proposed projects and materials to the assigned ACS manager for review and concurrence prior to publication and distribution to the community. e. Contractor will obtain and maintain a TMP license for the operation of the ACS government vehicle as may be required by normal EFMP operations. The Contractor is responsible to complete all training and certification requirements to use the government vehicle. f. The Contractor shall become knowledgeable of rules, regulations, procedures and requirements for referral, screening and assistance by ACS (AR 608-1), within the first thirty days of the contract period, paying special attention to the EFMP portion of the regulation. g. Work at times require extended hours, generally anticipation and addressing emerging requirements under the changing constrained timelines, ability to be reached telephonically 24 hours a day to assist Service Members and Family Members or personnel by ACS. h. Distribute throughout the community special education and health related informational pamphlets. 7.Qualifications: a. Must be able to access the installation or be a DoD ID card holder. b. Work requires a degree from accredited college. May be waived if experience and credentialed courses are deemed expectable. c. Contractor shall have a minimum of one-year experience in working with military or civilian social service agency preferred or. Experience as a military Family member. This exception will be considered only for highly qualified applicants. d. Contractor shall read, understand, speak and write English sufficiently to clearly communicate with and instruct colleagues, supervisors and clients. e. The Contractor shall possess good automation skills to include word processing. f. The Contractor shall be proficient in the use and application of common software programs mentioned and those in use at ACS, specifically Microsoft Word, Power Point, Publisher and Access. g. Must be able to enter and retrieve data from management systems in order to generate reports. h. Contractor shall possess the ability to present information orally and in written format. i. Strong proficiency in oral and written communication skills, time management and records management skills are required. Effective professional and non-judgmental interaction with various individuals is imperative. j. Must pass Department of Defense background checks to include (at a minimum) Army Central Registry, criminal background checks through CID, drug and alcohol history through ASAP, and local checks through the Military Police. Contractor must receive clearance through these agencies prior to contract being awarded. k. Must complete any training required. l. Knowledge of ACS programs and EFMP is highly desired. m. Must be physically able to perform all duties as assigned. n. Must maintain a valid unrestricted motor vehicle license. 8.Disclosure of Information: Complete confidentiality is imperative. The Contractor shall establish safeguards to ensure confidentiality of all personal and privacy act information that pertains to Soldiers and/or Family members utilizing the services of ACS. Confidentiality of client information and content of group discussion shall be respected. The sharing of client information regarding ACS or any client thereof with any person other than the respective managing staff is strictly prohibited. Breach of confidentiality may result in immediate contract termination. Disclosure of personal information obtained through ACS is prohibited. 9. Support: a. Contractor shall be authorized use of ACS telephone/fax for local and long distance calls under the program guidelines on a space available basis. b. A photocopy machine at ACS will be made available for use by the Contractor to meet contract requirements on a space available basis. Copies in access of twenty-five (25) that are required for continuing needs will be sent by the Contractor, to reproduction at least two (2) weeks in advance. c. The government will provide office space with a computer with applicable software for the purpose of providing EFMP services. Materials for contract completion (paper, pens, tape, binders, etc.) will be supplied to Contractor as available. The Contractor is responsible to operate the computer in accordance with government guidelines. d. The Contractor shall be responsible for safeguarding all government supplies and property. e. All other supplies or property not available through normal government channels are the responsibilities of the Contractor. f. Contractor shall provider his/her own transportation to and from location where services are to be provided. During duty hours, the Contractor will be authorized to use a TMP, contingent on availability, in conjunction with the provision of services required by this contract. 10. EFMP Clients: Individuals utilizing ACS services may be persons referred by Commanders or in-processing Service Members and Family Members. The Contractor shall encourage and accept all eligible ID card holders. Individuals using classes shall be made up of family members of active duty, civilians, retired military, National Guard and U.S. Reserve on active duty status and service members. 11. Physical Security: The Contractor shall establish and implement methods to ensure that physical security of all U.S. Government property and facilities are taken care of. Locking of external doors and windows is necessary when leaving the facility. Internal doors should be locked to protect Government property. Access to office areas should be monitored and limited. 12.Safety: The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage. 13. Reporting Abuse: The Contractor is a mandated reporter of both spouse and child abuse. If Contractor suspects that a spouse or child may be being abused, Contractor is obligated to report suspicions to the Military Police at 485-7546 for appropriate investigation. It is not the Contractors responsibility to determine whether or not abuse is actually present. The Contractor is responsible to attend training on Child and Spouse abuse identification and reporting procedures within 30 days of acceptance of contract. 14. Restrictions: Government property made available under this contract is only for use in the performance of services described in this contract. 15. Disclaimer: The government will not be responsible in any way for damage to the Contractors supplies, materials, equipment, or to personal property as a result of fire, theft, accident natural disaster or other events. 16. Liability: For the purpose of this contract, the Contractor is considered an independent Contractor and not as an agent of the U.S. Government. During performance, the Contractor shall be liable and will indemnify and hold harmless the Government, its agents and employees against all actions or claims for damages to persons or property, including death arising or resulting from fault, negligence, wrongful act or wrongful omission of the Contractor, his agents or employees. 17. Compensation: Upon satisfactory completion of services by the Contractor and presentation of invoice IAW terms of this contract. Contractor shall be paid monthly. Contractor is responsible for reporting and submitting personal (Firm) tax information according to IRS laws and regulations. The Contractor is responsible for providing accurate monthly billing statement to the assigned ACS Manager no later than 1200 noon on the last working day of the month. The Contractor is responsible for sending in own billing information to the Finance office. 18. Inapplicability of Employee Benefits: a. This contract does not create an employer-employee relationship. Accordingly, entitlements and benefits applicable to such relationship do not apply. b. Payments made under this contract are not subject to Federal Income Tax Withholding. Any tax liability, whether US or Host Nation, is the sole responsibility of the Contractor. c. It is solely the Contractors responsibility to determine his/her reporting and payment responsibilities under Host Nation tax and labor laws. Status as a member of the US Forces under the NATO SOFA Supplementary Agreement does not in itself relieve the Contractor of responsibilities under Host Nation laws. Contractor should consult appropriate authorities and advisors on these matters. Contractor shall hold harmless the US Government for any liability that may arise from the Contractors noncompliance with Host Nation laws. d. Payments under this contract are not subject to the Federal Insurance Contributions Act. Social Security payments are required by law. It is the Contractors sole responsibility to fulfill this requirement. e. The Contractor is not entitled to unemployment compensation benefits under the Social Security Act, as amended by virtue of performance under this contract. f. The entire consideration and benefit to the Contractor will be determined at time of contract award. 19. Subcontracting: a. The Contractor may provide a qualified substitute for a period of time if approved by the assigned ACS Manager. Any projected absence of 7 days or more will require the Contractor to seek a suitable subcontractor. In such case the substitute shall have no claim whatsoever against the Government for services rendered and the price to be paid to the substitute shall be a matter entirely between the Contractor and the substitute. b. In the event the Contractor fails to provide a satisfactory substitute to perform at any time which the Contractor does not perform, the Contractor hereby authorizes the assigned ACS Manager to procure the services of a satisfactory substitute for the account of the Contractor and the amount paid or owed to the substitute by the Government for such services shall be deducted from any amount due to the Contractor under this contract. This provision imposes no obligation on the COR to exercise the foregoing authority and shall not be construed to diminish the rights of the Government under the clause entitled Termination.
