- LIMITED SOURCES JUSTIFICATION AND APPROVAL I. CONTRACTING ORGANIZATION: The contracting organization responsible for this action is the 4th Contracting Squadron, 1695 Wright Brothers Avenue, Seymour Johnson AFB NC 27531. II. DESCRIPTION OF ACTION: The action required is for an authorized distributor of the Equipto Mobile Aisle System to inspect, repair and relocate existing EQUIPTO Mobile Aisle System located at facility 4909, at Seymour Johnson AFB, NC to the new facility adjacent to 4909. Additionally, purchase same EQUIPTO Mobile Aisle System extension, to be installed by at the new facility. III. DESCRIPTION OF SUPPLIES/SERVICES: The contractor will furnish all labor, tools, equipment and supplies necessary to break down, move, and install the existing EQUIPTO Mobile Aisle System into the new AMXS Tool Room. The contractor will install a new EQUIPTO Mobile Aisle System to extend to the existing system that is already in place. The current system is under a lifetime warranty and any use of an unauthorized installer voids the warranty. The equipment components and parts must be fully compatible with the existing EQUIPTO Mobile Aisle System. All work must be accomplished to industry standards and all supplies, tools and equipment must be removed by contractor. All applicable safety publications required by the Air Force must be followed. IV. AUTHORITY: The statutory authority permitting other than full and open competition for this acquisition is the Federal Acquisition Regulation Part 6.303 and Far 6.304. V. APPLICABILITY OF AUTHORITY: Request to award this requirement to a responsible source listed in Paragraph III above. The current system is under a lifetime warranty and any use of an unauthorized installer voids the warranty. The equipment components and parts must be fully compatible with the existing EQUIPTO Mobile Aisle System. Since we are requesting the purchase of an extension, repairs and relocation, without void to warranty. VI.EFFORTS TO OBTAIN COMPETITION: Market research was conducted and Sioux Industrial Sales Company, Wilson Iron Works, Inc. and Consolidated Storage Companies, Inc. can provide the equipment. A notice of the Government’s intent to compete a Brand Name requirement will be publicized via FBO. VII.FAIR AND REASONABLE COST: The Contracting Officer will make a determination of Fair and Reasonable price. VIII.MARKET SURVEY: See paragraph VI. IX.OTHER FACTS: None X.INTERESTED SOURCES: See paragraph VI above. XI.STEPS TO FOSTER COMPETITION: See paragraph VI above. XII.TECHNICAL REQUIREMENTS/PERSONNEL CERTIFICATION: The using activity has certified that the technical requirements are complete and accurate. XIII.CONTRACTING OFFICER’S CERTIFICATION: The Contracting Officer’s signature on the Justification Review Document represents certification that the justification is accurate and complete to the best of his/her knowledge.
