- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number is RFQ9146 and being issued as Request for Quote (RFQ). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. All responsible sources may submit a quotation that will be considered by the agency. The North American Industry Classification System Code (NAICS) for this acquisition is 334516 and the small business size standard is 500. The National Institutes of Health, National Institute of Allergy and Infectious Diseases (NIH/NIAID) intends to procure an Elispot Reader and accessories. The following instrument and products may be acquired under this acquisition: Item/Description/ Quantity: 1) Elispot Reader, Qty -1; 2) Software professional upgrade, Qty -1; 3) Upgrade existing license, Qty - 2; 4) Software analyzer qualification software, Qty-1; 5) Data management program, Qty -1; 6) Extra software professional to allow for independent analysis on own computer, Qty-1; 7) Installation/Warranty. The Reader must meet the following Technical Specifications and Features: versatile scanning options for scanning and analysis of all plate types in the well plate formats of 24, 48, 96 and 384; well plate types; zoom viewing wide range; switching between plates and zoom; upgradable; permits user to customize the illumination; fully automated allow walk away scanning; camera with selectable lower resolution settings; 20" flat panel monitor. The following factors shall be used to evaluate offers : 1) price, 2) delivery, 3) warranty, and 3) technical capability to meet required specifications. The Government will award a firm fixed price purchase order resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Please note the FOB terms are "Destination" therefore any offer should include shipping costs as a part of the total contract price. Payment Net 30 days. Place of delivery NIH/NIAID, Rockville, Maryland 20852. All responses shall be evaluated in order to determine the ability to meet the above stated capabilities. Contractor Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items; FAR 52.225-1, Buy American Act-Supplies; FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the Central Contractor Registration will make an offeror ineligible for award]. Offers must be submitted no later than 3:00 P.M. Eastern Daylight Savings Time on Thursday, September 24, 2009.
