- NASA/GSFC has a requirement for:Qty:1, Rotation stage (Metal part and encoder:Qty:1, Non magnetic Ceramic guideQty:1, Piezoelectric Motor (VSM)Qty:1, ControllerQty:1, Amplifier (Driver)Qty:1, Adapter Plate, MAG Site Rotation Stage (600mm type)Qty:1, Adapter Plate, MAG Site Rotation State (300mm type)NASA/GSFC intends to purchase the items from Ceratec, Inc. pursuant to FAR 13.106 for theacquisition of supplies or services determined to be reasonably available from only onesource. It is our understanding that the Ceratec rotation stage has been determined afteran extensive market research including on-line internet searches and discussion withmagnetics engineering experts as the only rotation stage that meets both the nonmagnetic(<20 nanoTelsa at 10 cm while operating) and accuracy (2 arcseconds) that satisfiesthe requirements of the Juno mission Magnetometer (MAG) investigation.The Juno MAGinvestigation includes GSFC built Fluxgate magnetomoeters (FGM) and procured AdvancedSteller Compasses mounted on a Magnetometer Optical Bench. The FGM are vectormagnetometers whose magnetic field direction accuracy requirement for the Juno mission isbetter than 10 arcseconds. The FGMs are calibrated at the GSFC Magnetics Test 20 ftFacility. The MAG instrument is placed in the center of the tri-axial 20 ft Braunbekcolis where a spherical 3 ft volume in the center of the colis is maintanined as amagnetically free environment through the cancellation of the Earth's magnetic field inall 3 axes and removal of the ambient fluctuations through servo-control electronics overan 8 hr period to better than 0.1 nanoTesla with a dynamic rante of +80,000 nanoTesla. The MAG instrument is mounted on the rotation state and measurements made at differentorientation whose positioins must be known to 2 arcseconds. The rotations stage mustgenerate less than 20 nanoTelsa while operating at 10 cm above the top of the rotationstage to not interference with the FGM measurements. The rotation state must bear a 10kg load while maintaining its rotational precision and have nonmetallic and nonmagneticadapter plates and top surface. The adapter plates and top surface are required to benonconductive to avoid the possiblity of magnetic fields being produced from thermalelectrical current via a temperature gradient. Ceratec makes the rotation sate and theadapter plates from a ceramic material, alumina, which meets the Juno MAG investigationrequirements.The Government intends to acquire a commercial item using FAR Part 12.DO Rating is DO-C9. The synopsis shall not be construed as a commitment by theGovernment, nor will the Government pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 3:00 p.m. local timeon September 25, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All contractual and technical questions must be submitted in writing via e-mail toRogenia.M.Burton-Penderga@nasa.gov no later than September 22, 2009 or via facsimile at301-286-1720.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
