- NAICS Code: 541611 The U.S. Environmental Protection Agency (US EPA) intends to solicit the National Academy of Sciences, Institute of Medicine [IOM], 500 Fifth Street, NW, Washington, DC 20001 as the sole candidate pursuant to FAR 13.106(b) (1) "only one source reasonably available". TheIOM Roundtable on Environmental Health Sciences, Research, and Medicine; hereafter referred to as the IOM Roundtable, was established in 1998 to bring together stakeholders from industry, government, academia, environmental groups, and foundations to explore the complex links between health and the environment. Members include representatives from federal agencies, academic researchers, professional societies, associations, and private industry. The activities conducted by the IOM Roundtable, at the IOM, provide a structured opportunity for the exchange of information and identification of mutual concerns among interested parties in a nonadversarial setting. The IOM Roundtable convenes twice a year and, in addition, meets twice in conjunction with small public conferences. Funding for these IOM Roundtable meetings comes from various federal and non-federal sources who are interested in supporting the meetings and who have interest in the outcome as provided in IOM Roundtable reports. The US EPA is one of these interested parties. The primary mission of the US EPA Office of Research and Development, National Exposure Research Laboratory [NERL] is to perform mission-oriented ecological and human health exposure research in the IOM Roundtable meetings to be held during 2010. Funding a portion of the IOM Roundtable costs will allow NERL to obtain a report of the IOM Roundtable meetings and conferences that will help the Agency enhance environmental health, and aid in developing clinical and environmental health research strategies.It should be emphasized that the US EPA has not "selected" the IOM or the IOM Roundtable for this noncompetitive procurement. Rather, the US EPA wishes to provide funding for the currently scheduled IOM Roundtable meetings during 2010 in order to obtain the resulting report. NAICS Code 541611 (Administrative Management and General Management Consulting Services) with a small business size standard of $7.0 millions of dollars. This is a firm fixed price simplified acquisition procurement. The period of performance will be 12 months and is anticipated to be awarded in September of 2009. This synopsis is to serve notification of the Agency's intent; therefore, no request for quotation (RFQ) is available.
