RECOVERY- N01DA-9-1142 DUNS #161157631 Physicians Outreach: Research to Practice; Option 2, Task 8 **FOR INFORMATION PURPOSES ONLY** NIDA exercises Option 2, Task 8 utilizing RECOVERY/ARRA FUNDING. Option 2, Task 8 is Option Quantity titled, “Study of Substance Abuse doc.com Module”. Per the Office of Acquisition and Logistics Management ARRA guidance issued July 13, 2009 Description/Narrative of the products and services: Task 8: Study of Substance Abuse doc.com Module In 2009, the NIDA-funded Center of Excellence for Physician Information at the University of Pennsylvania and Drexel University finalized an innovative web-based education module for medical students on treating patients with substance use disorders. The purpose of conducting an assessment of this NIDA-funded educational resource module is to promote advances in our understanding of web-based training of addiction medical curricula among medical students, primary care residents and primary care physicians. Further, providing a research base for the future data collection, analysis, dissemination and implementation of this medical education module will bring us closer to providing patients with the very best in medical care. Under this Task, NIDA is seeking oversight support in the implementation study of this medical education module. The Contractor coordinates the project and tracks the use of funds by subcontractors who will be designing and conducting the study. The Contractor’s responsibilities may include, but are not limited to: •Performing financial oversight and monitoring, including disbursing funds in a timely manner to the subcontracted researchers and making certain that invoices are consistent with the work agreed to in the subcontract; •Making certain that the subcontractors are reaching study milestones. •Completing all of the reporting requirements for this task, which will involve the completion of regular detailed performance reports (Note: This is a separate set of reporting requirements and will not be combined with reports required for the other tasks in this SOW); •Identifying opportunities to disseminate the results of this study. Deliverables for Task 8: •The Contractor shall submit to NIDA final subcontracts for the implementation study of this NIDA-funded web module. Each subcontract shall include a NIDA approved conceptual model, outcome measures, and analyses plan and budget. The subcontract shall not span a period longer than 24 months and is due 8 weeks after the Option Task is exercised. •The Contractor shall submit progress reports, including budget, on activities associated with this task. Additional reporting instructions will be provided. The Contractor should estimate approximately 6 hours per week for this task. Progress reports will be due to NIDA quarterly and annually, and as needed. If non-competitive and/or other than fixed-price, explain why: This action was competitive, but was other than fixed-price. Cost reimbursement is used when the contractor cannot specify the exact cost of performing the tasks. The total cost represents the best estimate of both the contractor and the Government. This contract represents a creative research process that includes interviewing, survey development, writing, editing, analysis and possible follow up surveys (depending on findings) with a reasonable chance of some edits and revisions sought by the Government, representing an unknown amount of total labor hours. It is impossible to give an unequivocal estimate of the work, because there are uncertainties with the process, and NIDA believes a cost reimbursement contract offers the best value to the Government.
