- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-31 and Defense Federal Acquisition Regulation Supplement 20090115. The government intends to compete a firm-fixed price procurement under NAICS code 336112. Quotes in response to this solicitation must be signed and dated and submitted no later than 3:00 p.m. CST, September 21, 2009. Quotes may be submitted by email to Matthew.w.mason@us.army.mil. Vendors are responsible for verifying the receipt of any quotes submitted by email. In order to assure that you quote is received, you may contact Mr. Matthew Mason at 254-288-1204. Any contract resulting will be firm fixed price (FFP) supply contract. Delivery shall be on or before 30 October 2009. There will be no extensions or negotiations pertaining to the delivery date. Please note that vendors must be currently registered in the Central Contractor Registration (CCR) Database and Online Registration and Certification Application (ORCA). Requirement: (6) 4X4 Crew Cab Trucks, with 8ft. bed, modified to perform in various terrains. Capabilities - Off road capability is required. Expected off road use is 75% for these vehicles. 6 Minimum lift kit required. -Must be able to tow military trailers -Must be able to operate under military blackout conditions. -Gross vehicle weight rating (min lbs) 9,201 -Engine shall be a minimum 8 cylinder diesel engine, able to run on Army JP8 Diesel, see below. Manufacturers vehicle/engine warranty shall remain intact, or an equivalent warranty shall be provided by the offeror. -The vehicles must have 12/24 volts capability Fuel Requirements: The truck shall be supplied with a diesel-engine, capable of meeting the performance specified herein while operating with turbine fuel in accordance with MIL DTL 83133 (JP 8) as the primary fuel (or MIL DTL 5624 (JP 5)), which may have up to 3,000 ppm sulfur, and military lubricants. The engine supplied shall be compliant with the EPA Motor Vehicle Heavy Duty Diesel exhaust emissions standards. Pollution control technologies that are affected by the sulfur level of the JP-8 fuel either in maintenance or life expectancy shall not be used, e.g., externally cooled Exhaust Gas Recirculation (EGR), NOX traps, catalytic converters, etc. Externally cooled EGR is defined as an engine emissions control subsystem that removes portion of the exhaust gas from the exhaust system and then cools this exhaust gas through some type of heat exchanger, and last, introduces this cooled exhaust gas back into the engine induction system. In addition, lubricity canisters/filters shall not be required for proper engine operation -Additional Items to be included and installed: Bed Cover and Bow Assembly-8ft.
