- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This simplified acquisition procurement is also being accomplished in accordance with FAR Part 6.302- 1. The Department of Veterans Affairs (VA), Southern Arizona VA Health Care System (SAVAHCS), Office of Acquisitions and Logistics, Equipment Section, 3601 S. 6th Avenue Tucson, Arizona intends to negotiate sole-source for a Nuance/Inform Multispectral Camera System with Cambridge Research & Instrumentation, Inc. (CRI) of 35B Cabot Rd., Woburn, MA, 01801-1003. Items to be purchased:CLIN 0001 - 1 Each - CRI Nuance 2 Multispectral Imaging SystemCLIN 0002 - 1 Each - Inform software Version 0.4CLIN 0003 - 1 Each - On-site Installation and training The Nuance/Inform bundle is a multispectral camera and software package used for the quantification of immunohistochemistry/histological slides (primarily). The camera contains a tunable bandpass filter under software control for spectral un-mixing which allows for analysis of multiple chroma/fluorophores present in a single slide, utilizing liquid crystal tunable Lyot filters (LCTF)."Electronically tunable bandpass filter "Can perform both brightfield optical density (OD) spectral imaging and fluorescence spectral imaging "CRi is the only provider of the Compute Pure Spectral algorithm for the correct determination of library spectra for the quantitative elimination of autofluorescence and the determination of pure biomarker spectra from mixed spectra taken from specimens"Can perform user-drawn or threshold region of interest (ROI) quantification by way of the Inform software. Items to be delivered FOB Destination to: the Southern Arizona VA Health Care System, Tucson AZ 85723 within 60 days after receipt of order. Industry Classification (NAICS) Code is 334516 Analytical Laboratory Instrument Manufacturing, Standard Number Employees is 500. The small business set-aside does not apply. This acquisition is being conducted under simplified acquisition procedures. This notice of intent is not a request for competitive proposals. Any firm that believes it can meet the requirements may give written notification to the Contracting Officer by September 23, 2009, 4:00PM, AZ Time. Requests should be marked with solicitation number VA-258-09-RQ-0274. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses received will be evaluated; however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Responses will only be accepted if dated and signed by an authorized company representative. If no responses are received, the SAVAHCS will proceed with the sole source negotiation with Cambridge Research & Instrumentation Inc.. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
