- Description
- The Fleet & Industrial Supply Center San Diego, CA hereby gives notice of intent to award a sole source purchase order to the Wavetek Corporation, Monterey, CA 93940 under the authority of FAR 13.106-1(b)(1). The requested omnidirectional ultrawideband antenna system with high gain integral-low noise band amplifier (LNBA) subsystem will be integrated in an NPS communications and information warfare system for operational use in man-portable applications. The omnidirectional ultrawideband active antenna system must provide high performance receive from 300 MHz up to 6 GHz including up to 3 GHz for the LNBA alone. The LNBA must provide for the antenna terminal open-circuited voltage to be effectively preserved across the LNBA input, amplified by the LNBA and transferred to the LNBA's 50-ohm output to drive a 50-ohm transmission line. The LNBA subsystem gain min/max ratio should not exceed 5 dB as the threshold. The LNBA antenna subsystem should be capable of operating under exposure to solar radiation of up to 1120 Watts/meter squared and 40% to 90% relative humidity in salt fog. The system must be able to operate with least 75% efficiency throughout the entire frequency range. The system must have very compact size for man-portable use (height at approximately 9" or less and base diameter at 5" or less, weight at approximately 5 lbs or less). At the low cutoff frequency, defined by a voltage standing wave ratio (VSWR) of 3, the antenna height should translate to approximately 1/6th of the operating wavelength. The system should maintain nearly constant sensitivity as frequency increases on receive. The hardware must be ultrawideband with low RF loss and must have an integral impact-resistant enclosure to operate in difficult environments. The hardware must be encapsulated within a hydrophobic energy-absorbing shell to preempt damage from adverse weather/environmental conditions. The encapsulated system must have high impact resistance and tensile strength and must maintain full performance under movement, minor shocks/shrapnel, and challenging weather/temperature conditions (-25C to +50C, rain, solar radiation, sand/dust, humidity of up to 90 percent), with no peripherals required. Wavetek Corporation is the only known vendor capable of meeting the Government's need for this procurement. Interested persons may identify their interest and capability to respond to this requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available.
