- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center intends to procure the following on a sole source basis from Aeroflex Cupertino, 10411 Bubb Road, Cupertino, CA 95014: (1) 2 ea BSA-Basic (File) File-based version of BSA-BASIC signal analysis software package. Same capabilities as BSA-BASIC but runs on standard Windows XP or Windows 2000 computer. Price is per one licensed seat; (2) 2 EA BSA-AM/FM/PM Signal analysis software module for measuring AM, FM, PM and SSB signal parameters; (3) 2 EA BSA- Channel Power Signal analysis software module, which measures RMS power in band-limited channels in the BSA passband; (4) 2 EA BSA-ESP Environment Parameterization Analysis Function operates on recorded files and automatically develops a spreadsheet 'table of contents' in ASCII.csv data format; (5) 2 EA BSA-FSK Signal analysis software module for measuring the parameters of a signal with FSK data; (6) 2 EA BSA-FSK Burst Signal analysis software module for measuring the parameters of a bursted frequency-hopped signal with FSK data. Export restrictions apply. (7) 2ea BSA - Modulation Domain Signal analysis software for simultaneous signal data, amplitude, frequency, and phase plotting in time domain; (8) 2 ea BSA-PSK/QAM Analysis software application, which includes robust PSK and QAM. Export restrictions apply; (9) 2 EA BSA-Pulse Signal analysis software module, which includes robust pulse parameterization of signals, recorded in memory. Export restrictions apply; (10) 2 EA BSA-SAT Spectral Allocation Table Application. Application that links spectral cursor frequency to user defined; (11) 2 EA BSA-SV DDC Decimation Tuning Software Application. Filter, tune, and decimate broadband recording to narrowband real or complex file. Tune anywhere in recorded bandwidth to 1 Hz resolution. This software is proprietary to Aeroflex Cupertino. The Request for Quote (RFQ) is N00178-09-Q-3085. Award is to be made under Simplified Acquisition procedures in accordance with FAR Part 13 by Naval Surface Warfare Center, NSWCDD, 17632 Dahlgren Road, Suite 157, Dahlgren, VA 22448-5110 and will be firm fixed price. The NAICS code is 334515 and the FSC Code is 7030. Pricing will be FOB Destination to the Naval Surface Warfare Center, Dahlgren Division. Attn: Receiving Officer, 6220 Tisdale Road, Dahlgren, VA 22448-5110. The required delivery is 60 days after the date of the order.
