Description
The Department of Veterans Affairs, VA Boston Healthcare System, intends to negotiate a commercial (FAR Part 12) sole source contract with Express Courier Service under the authority of FAR 6.302-2. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement.Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-2. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION1. Identification of the agency and the contracting activity. VA Medical Center, Pathology and Laboratory Service, West Roxbury, MA *2. Nature and/or description of the action being approved Sole Source procurement of the following: Courier Services for the Boston Healthcare System.Emergency order due to increase in Runs *3. Description of the supplies or services required to meet the agency's needs (including the estimated value). Courier service (from 10/1/09 to 12/31/09) of patient specimens and misc materials from VA clinics, VA Medical Centers, American Red Cross and other medical facilities in the Boston Healthcare System. Estimated cost of $54,000.00 not to exceed 61,147.00 Transaction number: 523-10-1-7453-0001 4. Identification of the statutory authority permitting other than full and open competition. FAR Part C Subpart 6.302.2 Vendor currently has this contract PO #523-PB7163 but due to the change of scope of work (substantial increase in number of pick-ups) another request has been submitted. Due to the unusual and compelling circumstances and urgency a temporary request has been submitted using the same Vendor. The need is current and any delay would cause negative consequences of patient care. *5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority sited. The proposed contractor is the current contractor that is being used with option years until 2011 if scope had not changed. A new procurement will be put out in January or February of 2010. *6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by subpart 5.2 (copy attached) and, if not, which exception under 5.202 applies. Notice of intent will be published to FBO 7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. Cost pricing has not changed from original contract so prices is still considered to be fair and reasonable 8. Description of the market survey conducted (i.e., names, of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. No market survey was conducted FAR 6.302-2 *9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. To go out for bids at this time to cover the next 3 months would not be reasonable due to the timeliness of the need. The need is current and any delay would cause negative consequences of patient care. Future contract will go out for bids with the new scope of work updated. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.N/A 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Contracting Activity will continue to encourage full and open competition whenever possible
