- Description
- The purpose of this amendment is to clarify the specifications and installation of the cameras. a. The brand name specified for the cameras is not required. Other brands will be considered in accordance with FAR 52.211-6 Brand Name or Equal. b. Cameras should be high resolution day/night or infrared. 5 cameras should be outdoor/weather resistant. Cameras do not need to be viewable from any other facility. Each building will have a stand-alone system. c. Wireless systems are not acceptable. d. Bids must be recieved no later than 12:00pm on 23 September 2009. e. The following statement of need is added: INSTALLATION AND MAINTENANCE OF SURVEILLANCE CAMERA/MONITORING CAPABILITY 1. PURPOSE. The purpose is to have surveillance cameras with monitoring capability installed at Bldg 548/CSC, Bldg 558/Confinement and Bldg 2209/RMF-ACSC. This capability would increase security for two critical communications and control facilities, and the 39th Air Base Wing Correctional Facility. Ensuring only authorized personnel gain access to these secured facilities as well as providing visual assessment for the exterior of bldg 2209 and neighboring facilities within line of sight. 2. OBJECTIVE: The first objective is to have the contractor install two cameras with monitoring and recording capability at building 548/CSC. The first camera would be placed at the main entrance to the building, replacing existing camera, and allow for viewing of persons entering 548. The second camera placed at the entrance to CSC, inside the building, replacing the unserviceable camera at that location, allowing immediate visual for personnel requesting and or entering CSC. Finally, placing the monitor and DVR system within CSC for the on-duty controller to monitor. The second objective is to have the contractor install six cameras, 5 of which are weather resistant, at building 2209. The first camera would be positioned at the entrance to Bldg 2209, allow viewing of personnel requesting and/or entering bldg 2209. The second camera would be positioned to view the door at the entrance to RMF/Alt CSC, allow viewing of personnel requesting and/or entering the control center. The remaining four cameras would be positioned at each corner of the facility in a manner to provide visual assessment of all sides of the exterior of bldg 2209 allowing for the controllers to maintain surveillance on the facility to effectively mitigate any threats. Finally, placing the monitor and DVR within the control center for the on-duty controller to monitor. The third objective is to have the contractor install six high resolution day/night cameras w/wide angle lenses, one DVR, and one monitor at bldg 558 Confinement Facility. Each camera will be placed in a manner to provide complete surface coverage of inmate cells and common areas. In addition cameras will need to provide IR or similar night operations to ensure continuous visual assessment of the below locations. Camera #1 will be placed in the main hallway 9' above the ground over the doorway. Camera #2 will be placed in corner of Cell #1 1' 9" above the toilet. Camera #3 will be placed in the corner of Cell #2 10' 9" above the toilet. Camera #4 will be placed in the corner of Cell #3 10' 9" above the toilet. Camera #5 will be placed 9' above the ground in the corner of the ceiling of the hallway monitoring the LE, Confinement and Exit doors. Camera #6 will be placed in the inmate day room 10' 9" above the television. Monitor# 1 and DVR will be installed NCOIC office within Confinement Data Sources: AFI 31-205
