- DBA Insurance See attached Statement of Objectives The Bagram Regional Contracting Center (BRCC) proposes to purchase under contract number W91B4N-09-R-5021, C-IED External Information Program. The Government contemplates a Firm-Fixed Price contract with a 12-month period of performance. Please see attached Statement of Objectives (SOO) for a detailed description of the requirement. The general purpose of this solicitation is to provide measured and monitored media services and also produce a comprehensive strategic and/or operational level advertising campaign which supports Coalition Forces (CF) and Government of Afghanistan (IRoA) objectives, which if designed and executed correctly, shall promote an atmosphere of security and one in which IRoA Security Forces (ISF) can transition into the lead. The over arching objective of this media and advertising campaign is to influence the Afghanistan people at all levels (strategic, operational and tactical) and which will directly translate in the reduction of the number of IED devices used against the Afghanistan people and Coalitional forces. The contracting officer recommends conducting the acquisition using the following procedure, which, given this determination, is authorized by Section 886 of Public Law 110-181: (a) Limit competition to products or services from Afghanistan. Competition will be limited to services contractors from Afghanistan per: 252.225-7026, Acquisition Restricted to Products or Services from Iraq or Afghanistan 252.225-7024, Requirement for Products or Services from Iraq or Afghanistan. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-27, effective 17 September 2008. The successful contractor will be selected utilizing lowest price technically acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2. This requirement will be solicited under FAR Part 12 utilizing commercial acquisition procedures. Please submit your proposal documentation via e-mail by 17 September 2009. In addition, Defense Base Act (DBA) Insurance needs to be factored into your proposal - see DBA Insurance attachment.
