- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT The 316th Contracting Squadron, Andrews AFB, Maryland, intends to negotiate a sole source contract with FlightSafety International, Inc., Simulation Systems Division, located at 2700 North Hemlock Circle, Broken Arrow, Oklahoma, 74012 to acquire the following: 1 Each Gulfstream G-V Graphical Flight Simulator system, to include the following: Matrix Simulation software, flightsafety standard animated systems schematics, honeywell avionic rehost, equipment structure, Commercial off the shelf (COTS) multi-screen touch monitor display/interface, COTS intel computing platform and components, COTS keyboard/mouse, COTS high-quality speakers, UPS (power backup), Microsoft Windows OS, All licenses and support software, operation and maintenance training, OEM component warranties and 1 Year FlightSafety Warranty. All items are to be shipped to 1417 Menoher Blvd, Andrews AFB, MD, 20762. The contract will result in a firm fixed price purchase order. Negotiation will be conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. The proposed contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested vendors may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any responses to this notice of contract action shall be submitted to SSgt. Ryan Battad, via email, at ryan.battad@afncr.af.mil, no later than 23 Sep 2009 at 1200 Noon PM EST. The (NAICS) code is 333319 – Teaching machines (e.g., flight simulators) manufacturing.
