Description
This is a combined synopsis/solicitation for services for Music Director Heinerberg Catholic Service as identified under STATEMENT OF WORK prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK SOW USAG Wiesbaden MUSIC DIRECTOR Hainerberg Catholic Service C1. General. The Music Director is to provide appropriate musical support during the designated worship service. Worship Services are a Statutory (Title 10) Essential Element of Religion. As such, they fall under the responsibilities of all Chaplains and, here in particular, the USAG Wiesbaden Base Chaplain. The Music Director falls under the USAG Wiesbaden Chaplains Program as defined in the Commanders Master Religious Program. The mission of the Chaplains program is to provide for Essential Elements of Religion to include worship services for all assigned soldiers, civilians, and family members. As a nonpersonal services contractor, the Music Director is not a member of the Chapel Chaplains Office Staff. a.The purpose of the Music Director is to provide musical direction to assist the congregation in worship. The authority for contracting Music Directors is outlined in AR 165-1, paragraph 5.1. The purpose for contracting Music Directors is to support the Chaplaincy's ministry by providing professional, technical assistance to bring quality worship services to the soldiers and their families who are worshipping together. b. To accomplish the goal of providing quality worship, the Music Director hereafter referred to as the Contractor must: 1. Communicate with the chaplains, worship leaders, and other musicians conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Catholic Priest of the congregation or his designated representative to select music in keeping with the theme of the worship service. 2. Select and direct selections for service music and background for meditation and prayers that enhances the atmosphere of worship for the particular congregation. 3. Coordinate with the Catholic Priest and adjust tempo, and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs. C2. Definitions: a. Contractor - Individual or group who accepts this contract to provide Musical direction to the chapel congregation. b. Government - Any and/or all of the duly authorized representatives and/or agencies of the Government of the United States of America. c. Contract Officer - Specifically appointed Officer of the Government Employed at the Regional Contracting Center) with the authority to negotiate, award and amend a contract. d. Chaplaincy Resources Manager (CRM) - The Chaplain designated by the Staff Chaplain and the Regional Contracting Office as the representative monitoring all Chaplain's contracts in the USAG and providing assistance to contractors, and chaplains to enable/ensure effective ministry. e. Verifying Chaplain/Point of Contact (POC) - The local Chaplain identified by the CRM and Installation Chaplain responsible to verify contract performance. He signs the Contractor's invoices after verifying each invoice presented by the Contractor. The Verifying Chaplain/POC does not have the authority to change or amend the terms of the contract formally or informally. f. Congregational Chaplain Pastor (Priest) - The Chaplain designated by the Installation Chaplain to be responsible for pastoring a specific congregation. Usually acts as the Verifying Chaplain/POC for Contractors rendering services to his/her congregation. g. Volunteer - Those individuals who serve to support the ministry and/or programs without pay or compensation. h. Finance and Accounting - Regional office of the Government authorized to pay contractors upon receipt of a verified invoice. i. Invoice - Written statement of completed services submitted by the Contractor through the Verifying Chaplain to Finance and Accounting for payment. j. Command Master Religious Plan CMRP - An annual planning and authorization document used to support budget needs and program projections of Chaplains and congregations. k. Worship Service - A specified (normally weekly) time from 1/2 to 2 hours set aside by a group of people congregation for the purpose of honoring God through music, prayer, sacraments, giving of offerings, and the proclamation of His Word. The Service also provides a place/time to encourage and support one another in faith formation and expression. It also includes a sermon/homily developed by the Priest or to assist the people of the congregation in their understanding of God, faith formation, Biblical knowledge, Christian doctrines, and life-application of principles found in Bible texts. C3. Applicable Documents, Technical Orders, Specification: a. AR 165-1 - Chaplain Activities in the United States with USAREUR Supplement b. DA PAM 165-18 - Chaplaincy Resources Ministry c. Command Master Religious Program (CMRP) of the program, congregation, and/or USAG. d. USAG RMT - Chaplaincy Resources Standard Operating Procedure (SOP). C4. Music Director Contractor Qualifications: a. Demonstrated ability to satisfactorily direct the choir drawn from the congregation. b. Demonstrated ability to satisfactorily direct the choir in all selections in the Catholic Hymnal and other hymnals and/or song books designated by the Priest. c. Demonstrated ability to communicate effectively in English for coordination with the Priest and for satisfactory completion of the administrative tasks required of a contractor. C5. The Contractor shall provide the following specific services: a. Contract Line Number CLIN 0001 Direct choir for the designated Worship Service including: directing singing of hymns, choruses, and spiritual songs; direct instrumental performances; direct service music; and direct background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation. b. CLIN 0002 Direct choir and rehearse the choir and/or worship team. C6. The Contractor must accomplish the following implied tasks and activities to effectively provide the music direction services noted above. a. Communicate with the priest, song/worship leaders, and other musicians conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Catholic Priest to select music in keeping with the theme of the worship service. b. Select and direct selections for service music and background for meditation and prayers that enhances the atmosphere of worship for the particular congregation. c. Coordinate with the worship leader and adjust tempo, and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs. d. Provide music selections to the Priest in time to be published in the bulletin for the service. e. Notify the Priest concerning any maintenance problems or requests concerning the instruments of the chapel facility. f. Submit invoices for the previous months contract services to the Priest for verification No Later than NLT the 10th working of the next month. C7. Sensitive/Confidential Information. a. In the course of providing musical services, the Contractor may come in contact with individuals seeking the assistance of chaplains. The very fact that individuals are seeking assistance with family and or personnel issues is sensitive information. Any information about them or their situation is also sensitive/confidential. Complete confidentiality is required. b. It is strictly prohibited to share information about individuals or families seeking counseling assistance from chaplains with persons other than the chaplain providing the assistance. c. Disclosure of such sensitive information may result in immediate termination of the contract. C8. Security: a. Facility - The Contractor shall establish and implement methods to ensure the physical security of all U.S. Government property and facilities under their control. S/He must insure that facilities and storage areas are secured according to the facility, local and USAG SOPs. This includes: locking external doors and windows when leaving the facility; locking internal doors as necessary to protect Government property; limiting/monitoring access to offices and equipment especially telephones and computers. b. Copyright - The Contractor will not reproduce any music material in violation of current Copyright Laws. The USAG Chaplains Office does maintain a Christian Copyright License CCLI. Understanding the limits of that license and adherence to the law is the Contractors responsibility. c. Personal Belongings - The government shall not be held responsible for damage to the contractor's supplies, materials, equipment or personal belongings brought into the building or onto the grounds due to fire, theft, accident, mishap or disaster. C9. Government Provided Property/Support: a. Contractor shall be authorized use of government provided instrument(s), hymnals, song books and other music as provided to the Priest for the Worship Service. b. The Contractor shall be responsible for safeguarding all government instruments, materials, supplies and property put in her/his care. C10. Contractor Furnished Property: Contractor shall provide his/her own transportation and all necessary materials, sheet music, and/or equipment to fulfill this contract except as stated elsewhere in this contract. C11. Safety: The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage. C12. Restrictions. Government property made available under this contract is only for use in the performance of services described in this contract. C13. Subcontracting: a. Contractor may provide a qualified substitute for a particular service if approved by the Point of Contact POC. However, in such case, the substitute shall have no claim whatsoever against the Government for services rendered and the price to be paid the substitute shall be a matter entirely between the Contractor and the substitute. b. In the event the Contractor fails to provide a satisfactory substitute to perform at any time which the Contractor does not perform, the Contractor hereby authorizes the Contracting Officer to procure the services of a satisfactory substitute for the account of the Contractor and the amount paid or owed to the substitute by the Government for such services shall be deducted from any amount owed to the Contractor under this contract. This provision imposes no obligation on the Contracting Officer to exercise the foregoing authority. MUSICIAN Hainerberg Music Director The Music Director is to provide appropriate instrumental musical support during the designated worship service. 1. Communicate with the priest, song leaders, and other musicians conducting the service to ensure a coordinated service of worship for the congregation. Plan and coordinate all musical selections with the Catholic Priest to select music in keeping with the theme of the worship service. 2. Select background for meditation and prayers that enhances the atmosphere of worship for the particular congregation. 3. Coordinate with the Catholic Priest and adjust tempo, and style of accompaniment to enhance the congregation's ability to participate in worship through the singing of hymns, choruses, and spiritual songs. 1.WORSHIP SERVICE HBG 60 ea 2.CHOIR REHEARSAL 60 ea 3.WORSHIP SERVICE WAAF 60 ea 4.MUSIC COORDINATION 60 ea WORSHIP SERVICE Hainerberg Catholic Masses is normally held from 0900 hours to 1000 hours at the Hainerberg Chapel, Wiesbaden, Germany.
