- The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, firm-fixed price contract under commercial item acquisition procedures with Illuminate Labs AB, Forsta Langgatan 20, Gotnenburg, Sweden 413 28 under RFQ 0221873. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Illiuminate Labs will provide the following item: 1) Software License for Beast for Unreal Engine 3. Based on the testing of various software packages, additional market research and contacts made with knowledgeable individuals within the government and the related-industry, it has been determined the FBI’s requirement for the above-listed items can only be provided by the manufacturer, Illuminate Labs. The known requirement is the only package that provides a simulation for trained personnel that is integrated with Unreal Engine 3, which is a requirement for this tasking. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 4:00PM, EST, Wednesday, September 23, 2009, via facsimile to the attention of Renee L. Braun, Contracting Officer, at (540) 868-1473. Information received will be solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number is 443120 and the size standard is $9 million. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database.
