- 1. Section C.2, p 1: What are the BHEPP Partner policies, guidelines and standards with which vendor must comply? Could you provide details of policies that could affect access times and result in varied cost of labor? For the performance of the Base Task, the Offerors should note that access to the facilities has to be coordinated. It's possible that the Contractor may visit each of the three sites on three separate days. 2. Section C.8.2.2 p16: "The Offeror shall list all assumptions made in responding to Article C.8.2.1." Should this listing also include assumptions made in responding to Article C.8.2.2? The Offeror may include all assumptions made in responding to Article C.8.2.2. 3. Base Task: Will triage tents be constructed and in operation for site surveys or will they be surveyed using plans, drawings and/or other non-physical specifications? Triage tents will be surveyed using plans, drawings and other descriptive means. The Contractors are unlikely to see any physical triage tents. 4. Base Task: As physical layout affects the performance and duration of site surveys, how many floors and patient rooms are there at each site? At this time the only information that can be provided is the approximate square footage as noted in the RFP. Also as noted in the RFP, the square footage is subject to change. 5. Optional Tasks: As the SOW calls for pricing of base task and evaluation model only, please clarify expected response for optional tasks. The Offeror must demonstrate understanding of the optional tasks, as well as capability and experience in performing them. 6. Page 1 C.2 - When tracking patients and assets across all three hospital networks, do you want each hospital to have visibility into the other's network environment? Details will be provided during the performance of the Base Task. 7. Page 1 C.2 - How are existing hospitals interconnected for communications (dedicated circuits /dark fiber)? There is Gigabit Laser system interconnecting the sites. 8. Page 1 C.2 - If standing a separate LAN network for RTLS, would a separate WAN circuit be required to transport RTLS packets? If yes, what type? If no, could we create a separate subnet on the existing WAN router and create and IPSEC tunnel to transport RTLS packets The BHEPP partnership has its own closed network to support interconnectivity between partner hospitals where necessary. 9. Page 2 C.2 Define "disaster exercise." The three hospitals conduct regular disaster exercise drills to validate their joint preparedness in dealing with disasters. More details will be provided during the performance of the Base Task. 10. Page 2 C.2 I. - What other tracking information pertaining to the patient needs to be captured? Details will be provided during the performance of the Base Task 11. Page 2 section III - System Integration Section - If available, please provide list of BHEPP disaster response applications that require API interface. Details will be provided during the performance of the Base Task 12. Page 2 Section IV - Please define the multi-agency disaster exercises and their support requirements. The three hospitals conduct regular disaster exercise drills to validate their joint preparedness in dealing with disasters. More details will be provided during the performance of the Base Task. 13. Page 3 C.3 - Is the triage tent built in accordance to the DoD standards? Details will be provided during the performance of the Base Task 14. Page 3 C.3 - What is the distance between the Triage tents and the corresponding hospitals? Details will be provided during the performance of the Base Task 15. Page 3 C.3 - What type of communications are scoped from the Triage tent back to the HQ (SATCOM, PTP) As an output of the Base Task, the selected Contractor(s) shall provide a solution for interconnecting the triage tent back to the BHEPP partner hospital. 16. Page 3 C.3 - Could the communication transport from Triage tent to the hospital be utilized to transport RTLS packets (via VLAN SEGREGATION?) No communication link exists today between Triage Tent and Hospital. As an output of the Base Task, the selected Contractor(s) shall provide a solution for interconnecting the triage tent back to the BHEPP partner hospital. 17. Page 3 C.3 - Is power for network equipment facilitated by the customer? Yes. The BHEPP partner hospital will provide the power required for network equipment. 18. Page 3 C.3 Bullet 2 - Define "triage activities." Disaster victims will be first triaged in the tented area before being dispatched to hospitals. 19. Page 3 C.3 Bullet 4-5 - Offeror = proposal solution team or Prime? The Offeror is the vendor who responds (offers a service/solution) to the RFP. Upon Contract award, the Offeror is termed as Contractor. 20. Page 3 C.4.1 - Is it possible to use the existing network infrastructure in the hospitals and set up a separate Virtual LAN for each hospital or does the new network physically have to be a separate network from the existing network? Details will be provided during the performance of the Base Task 21. Page 3 C.4.1 Bullet 3 - Is each partnership facility building separate operations within the same datacenter (e.g. servers, storage) or do they have separate datacenter facilities that still require database connectivity to one another? The BHEPP partnership will provide data center facilities as required. Details will be provided during the performance of the Base Task 22. Page 4 C.4.2 Bullet 4 - Is database access centralized? Details will be provided during the performance of the Base Task 23. Page 7 C.6.1 III. - Define "inventory all installed hardware, software and equipment." The Contractor shall provide a listing of all hardware and software supplied via this contract, along with all license keys, maintenance contract information and other information required by BHEPP to maintain the hardware and software on an ongoing basis. 24. Page 18 C.9 - Graphs, drawings and Visios are considered numbered pages in the proposal response or can be considered appendices? The total pages of the proposal response shall not exceed 25. 25. What is the preferred contract vehicle for this award selection? Open Market 26. When will an award be made? Before September 30, 2009 27. Is any other type of data being accessed via RTLS for users like patient records etc. or would this just be used for tracking? Details will be provided during the performance of the Base Task 28. What methods of notification exist today within the hospital facilities? Telephone and e-mail 29. Do you have a VoIP system in place; if so, who is your provider? Can you provide some additional detail regarding the hospitals' telephony infrastructure in general? No VoIP system available 30. Is there a requirement for a management solution that provides a holistic approach for the entire infrastructure? Tools like this can not only address security challenges, worms, virus, unauthorized application/ system access detection etc., but can also provide reports, alerts, dashboards, and can demonstrate compliance with FISMA, Basel II and HIPAA. Such a management solution is beyond the scope of this contract 31. Can any one of the hospitals be used as central site? Design details will be discussed during the performance of the Base Task 32. Could we create a separate subnet on the existing WAN router and create and IPSEC tunnel to transport RTLS packets? Design details will be discussed during the performance of the Base Task 33. What bandwidth and uplinks are planned for this application? Would there be a need for Satellite based mobile solution (Auto-tracking dish) etc.? The BHEPP LAN is 1 Gbps. Triage tent to LAN connectivity is the responsibility of the Contractor. 34. Would there be a need for a Video Conferencing (for remote expert analysis etc.) solution? No video conferencing solution will be available. 35. Can you provide any guidelines on the portability (if significant) of the network-kits? Design details will be discussed during the performance of the Base Task 36. Will this be used in CONUS or also outside US (OCONUS) - If we leveraged the CDMA/GSM cellular solutions, then we need to consider the quad band vs. the US specific frequency bands. All solutions must meet the business requirements of the BHEPP hospital partners. 37. What are the requirements to integrate with the Ambulatory services and supporting First Responder agencies (For example, to provide feedback that they cannot accommodate any more patients and running at full capacity) using PTT radio, VOIP telephony, etc.? PTT radio and VoIP Telephony are outside the scope of this contract. 38. Will there be any biometrics integration requirements to authenticate the Doctors, First-Responders and authorized workforce at the triage center? Business requirements will be provided during the performance of the Base Task 39. Since new networks will be installed in each building/tent, who will be required to provide cabling? The network cabling within the building will be provided by the BHEPP partnership. Network connectivity within the tent, and interconnectivity between tent and building are the responsibility of the Contractor. 40. Since new networks will be installed in each building/tent, who will be required to provide power (e.g. UPS)? BHEPP will provide power as required for this effort. 41. Is this a full and open solicitation or a small business set-aside per the NAICS code listed on the posting site? This is a full and open solicitation. 42. What percent (%) of services must be completed by the Prime if there are multiple parties involved in delivering one solution under one proposal? There is no required percentage for the prime.
