Description
The Federal Aviation Administration's Systems Operations Programs Office has a requirement for Architectural and System Engineering services in support of FAA's Traffic Flow Management program. System Operations designs, develops and deploys concepts, products and services that move aircraft safely through the National Airspace System (NAS). System Operations supports FAA traffic managers by: Sustaining day-to-day operation and maintenance of the System Operations and NEXTGEN tools in NAS Infrastructures, Making software and hardware changes that improve System Operations and NEXTGEN tools in NAS Infrastructure capabilities, Integrating new System Operations and NEXTGEN concepts and tools into NAS Infrastructures Implementing "state of the art" concepts and technology upgrades to NAS Infrastructure hardware and operating systems Ensuring information security is maintained for TFM and NEXTGEN Infrastructures Developing, coordinating and maintaining ATM proceduresEstablishing System Operations and NEXTGEN Strategic Plans, Flight Plans and Business PlansDetailed requirements are addressed in the Screening Information Request (SIR)/Request for Offer (RFO) and attachments below.The FAA anticipates awarding a Cost Plus Fixed Fee contract as a result of this solicitation. This procurement is entirely set-aside for Small Business. Accordingly, eligibility for award is limited to small businesses with a North American Industry Classification System (NAICS) code of 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology). This restricts small businesses to a size standard of no more than 500 employees. All interested sources are referred to the attached SIR/RFO. All responses to this SIR/RFO must be submitted to the attention of John Gamble, and reference the solicitation number DTFAWA-09-R-00004, at the following address: Federal Aviation AdministrationBuilding 10B, Suite 3W150600 Independence Avenue, S.W.Washington, D.C. 20591 The date and time for receipt of responses is 3:00 p.m., Eastern Time, October 30, 2009 (facsimile and email responses are not permitted). Any responses received after that date and time will not be considered in accordance with AMS provision 3.2.2.3-14, Late Submissions, Modifications, and Withdrawals for Submittals. Proposal submissions must be in accordance with Section L of the SIR/RFO. If all requested information is not furnished, the vendor's response may be determined unacceptable. Oral or written communications with offerors, during the screening process, will be conducted if the FAA deems communication is necessary. Questions regarding this SIR/RFO must be submitted in writing to John Gamble, Contracting Officer, at john.gamble@faa.gov. Questions will no longer be accepted after close of business October 23, 2009, 3:00 p.m. Eastern Time.
