- W91QV1-09-T-0125 U.S. Army, Mission and Installation Contracting Command (MICC) intends to award a contract to Joseph Wittke for 1100 Protestant Musician at Fort Belvoir, Virginia. This sole source award is based under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Joseph Wittke 7225 Gentian Court, Springfield, VA 22152. This requirement is for a musician to accompany the choir/solo music presentations that enhance the atmosphere of worship for the particular congregation. Also coordinate with the worship leader and adjust tempo, and style of choir accompaniment to enhance the congregations ability to participate in worship. Attend musician rehearsals, worship service, and special programs, and will be expected to be present at least 30 minutes prior to each service and 15 minutes before each rehearsal. The NAICS code is 813110 with a size standard of 7.0 million dollars. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 10:00 am EST, 24 September 2009. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
