PRE-SOLICTATION NOTICE FOR EMERGENCY TREATEMENT/REPAIR OF THE HISTORIC BAY PINES SOLDIERS MONUMENT (1937) AT BAY PINES NATIONAL CEMETERY, BAY PINES, FLORIDA (PROJECT NCA-CSD-012) THIS PRE-SOLICITATION NOTICE IS AMENDED TO CHANGE PERFORMANCE PERIOD TO 120 DAYS VICE 90 DAYS. The Department of Veterans Affairs (VA), National Cemetery Administration, is soliciting bids under Solicitation Number VA-786A-09-RP-0161 for the following: Contractor shall provide all professional services, labor, materials, tools and equipment necessary for comprehensive repair, conservation, cleaning and other treatment, as necessary, Emergency treatment of the historic (1937) Bay Pines Soldiers Monument at Bay Pines National Cemetery, Bay Pines, Florida. The monument was struck by lightening on or about August 2, 2009, causing the marble surface of one quadrant of the column to fail. The work shall be conducted in two phases: 1) a condition assessment of the damage and submission of proposed treatment/repair, and 2) actual treatment/repair, in accordance with the project deliverables and tasks. Proposals will be evaluated on the following factors in descending order 1. Technical Qualifications, 2. Past Performance and 3. Price. Factors 1 and 2 when combined are greater than price. CONTRACT DURATION: Performance period is approximately 120 calendar days from date of receipt of Notice To Proceed. NAICS CODE: 712120 SIZE STANDARD: $7.0 Million METHOD OF AWARD: THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE SERVICE CONTRACT UNDER FULL AND OPEN COMPETITION. Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 15 to a responsible business responding to this solicitation. OBTAINING SOLICITATION MATERIALS: Solicitation material consisting of the Request For Proposal (RFP) details may be accessed ONLY via FedBizOpps at http://www.fedbizopps.gov. No telephone requests will be accepted. The solicitation and drawings will be released for issue on September 28, 2009. SOLICITATION AMENDMENTS: Amendments to the solicitation will be up loaded to FedBizOpps. Offerors are reminded that they are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time for receipt of offers. Paper copies of the amendments will NOT be individually mailed.
