Description
Draft User's Guide for Upcoming ED-SAT Solicitation (Replacement for the MATO Program) The Department of Education's current MATO program will expire on December 6, 2009. This notice introduces the replacement program: The Department of Education Streamlined Acquisition Tool (ED-SAT). The purpose of ED-SAT is to make available to customers a streamlined, competitively-priced contracting mechanism. This purpose will be achieved by creating pools of blanket purchase agreements (BPAs) that cover recurring needs of ED. Competition among the BPA holders within a given pool will help individual program offices meet their procurement needs in a cost-effective and expedited manner. The ED-SAT program will consist of a number of "pools" of BPAs. Each pool will represent a specific recurring need of the Department. To be eligible for a competition, a vendor must have a BPA specific to the pool corresponding to the requirement. The ED-SAT program will initially consist of three pools: 1.Assessment Services 2.Evaluation Services 3.Technical Assistance Services As the needs of ED change and develop, additional pools can be created to satisfy recurring requirements. Additional information about ED-SAT is included in the attached draft user's guide. The Department expects to issue a Request for Proposals on Tuesday, September 29, 2009.
