- Justification for Other than Full and Open Competition (JOFOC) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is 09-233-SOL-OS18080. This solicitation is being issued as a RFQ. This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-36. The corresponding NAICS code is 517410 and the small business size standard is $15 million. Skyterra LP, One Year (September 30, 2009 September 29, 2010) Satellite Dispatch Service MSAT-2: Includes Monthly Access Fee for 205 phones (units), membership to four (4) talk groups on (2) two rate plans as well as unlimited dispatch usage. CLIN 01 Access Fees for 89 units with 1 talk group (All Regions 925 plan); CLIN 02 Access Fees for 2 units with 2 talk groups (All Regions 925 plan); CLIN 03 Access Fees for 1 unit with 3 talk groups (All Regions 925 plan); CLIN 04 Access Fees for 12 units with 4 talk groups (All Regions 925 plan); CLIN 05 Access Fees for 4 units with 1 talk group (CONUS 924 plan); CLIN 06 Access Fees for 1 unit with 2 talk groups (CONUS 924 plan); CLIN 07 Access Fees for 16 units with 4 talk groups (CONUS 924 plan); CLIN 08 Suspension Fee (one-time fee) for 80 units; CLIN 09 Monthly Suspension Fee for 80 units; CLIN 10 - Satellite Telephone Service usage at _______per minute; CLIN 11 - E911 Emergency Referral Fee, 205 units; CLIN 12 - Federal Universal Service Fund Regulatory Cost Recovery (services only - exclude telephone usage), 205 units. All services are to be delivered FOB destination on September 30, 2009 to 409 3rd Street, SW, C960, Washington DC 20024. The provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Government will award a contract resulting from this synopisis/solicitation to the responsible offeror whose offer conforms to the exact Satellite Service listed above and is the lowest price. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer or acknowledge its listing in Online Representations and Certifications Application (ORCA). The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
