Description
In accordance with FAR Parts 8.402(f) and 5.101(a) the National Science Foundation (NSF) posts this notice of its intent to add “open market” line items to a competitive Federal Supply Schedule (FSS) award. The necessary services are integrated within the overall performance under this FSS award and as such are not segregable. The services being procured are a Senior Advisor and the objective of this requirement is to house the Survey of Earned Doctorates (SED) and Survey of Doctorate Recipients (SDR) data and metadata and to provide remote and secure onsite access to these data at a Secure Data Access Facility (SDAF) as well as technical support to approved researchers [as defined by the National Science Foundation (NSF)] as well as Division of Science Resources Statistics (SRS) staff at NSF. A SDAF is a secure environment that provides authorized researchers access to confidential data and analysis software such as SAS from their office via the Internet. The SDAF provides secure data access implementing technological security, applying statistical protection methodologies to protect individually identifiable information, enforcing legal requirements, and training researchers on access. It would be desirable but not critical for the collaborative environment to include additional functionality, such as discussion forums, blogs, Wikis, etc. The initial two year period of the contract will serve as a time for NSF to evaluate the success of remote access of NSF data for researchers. The contract may be extended if NSF at its sole discretion considers the two year pilot a success. The estimated hours for each year are no more than 80. The NAICS code for this requirement is 541519. This notice does not constitute a solicitation for offers.
