Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: The Washington Headquarters Services, Acquisition and Procurement Office (WHS A&PO) intends to award a sole source contract to Center for Applied Linguistics (CAL). Services to be purchased: The contractor will undertake all critical functions in administering the National Security Education Program English for Heritage Language Speakers Program. These functions include overseeing the development and implementation of the program goals and objectives, selecting criteria for program grant and scholarship awards, overseeing screening and reviewing grant applications, making award recommendations, administering awards including disbursement of funds, and monitoring and assessing progress of award recipients. This purchase will be made using commercial items procedures. Consistent with FAR 6.302-5, Authorized or Required by Statute, and The David L. Boren National Security Education Act of 1991 (P.L. 102-183, codified as amended at 50 U.S.C. § 1902), CAL has been determined to be the only organization in the United States with the combination of expertise and capabilities required for administration of the program. The anticipated award date is 28 September 2009. Please note that this is not a request for competitive proposals, although any information submitted prior to award will be considered. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
