Description
This is a combined synopsis/solicitation for Hotel Accommodation as identified in the STATEMENT OF WORK prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK Performance Standard 001 Accommodations A. Rooms: Each room shall have adequate ventilation and at least one working window. The rooms shall be equipped to accommodate persons with disabilities, i.e., visual and/or physical impairments. The accommodation shall have a full bathroom (toilet, sink, shower or bath) in the room. Sharing bath or toilet facilities are not acceptable. Each room shall have, as a minimum, a single bed for single occupancy or two single beds for double occupancy, a chair and a desk with a writing surface. 001 Accommodations B. Meal Service. Meals: The unit price for each bed per night in the hotel shall include full pension. Meal service shall start with dinner on the first day of occupancy and shall end with lunch on the day of departure. (1)The meal serving times shall be as close to the hotel serving hours as possible, however the hotel should have some flexibility to accommodate the time restraints of the training agenda. (2)The meals shall be served buffet style from two separate serving lines. Each meal shall be completely served within the serving agreed agenda times. One non-alcoholic beverage shall be included in each lunch and dinner meal. (3)Breakfast shall be served buffet style to include, as a minimum, assorted juices, bread products, boiled eggs, butter, cereals, cheeses, cold meats, jams, seasonal fruits, yogurt, unlimited coffee and tea. (4)Lunch and dinner shall be served buffet style and consist of soup, an entree; at least two choices shall be available from the beef, poultry, and fish groups, assorted vegetables, potatoes, rice or noodles, bread or rolls with butter, and desert. (5)Meals shall differ each day and for each meal. Coffee, tea, milk, water, and juices shall be available at all meals. A vegetarian entre shall be served with each meal. (6)There shall be two breaks per day at times given to the hotel by the Conference Director. This shall include coffee, tea, water, juice and light snacks (cookies, dips, chips/vegetables or seasonal fruit). (7)Dinner: Provide an area large enough to accommodate the number of conference participants. Any alcoholic beverages shall be pay-as-you-go by participants. The tables shall be marked with ERMC signs. (8)Additional Meals: Meals for advanced party staff shall be served from the arrival to departure dates. The staff may have to take meals at odd or irregular hours due to mission requirements and the hotel is expected to have that flexibility. 002 Conference Support: The hotel shall provide the correct number of classrooms and configure them according to guidance that is given ahead of time by the ERMC Conference Director. (1)Registration area: The hotel shall provide a room or area inside large enough to accommodate the number of conference for registration purposes at designated times provided to the hotel ahead of time. Tables, chairs, pin-boards and flip charts shall be provided as standard room set up. (2)Ice water and glasses shall be available on a table at the back of each classroom before each session and should be replenished as needed. During the break, lunch and dinner breaks water pitchers shall be refilled, used glasses and dishes shall be removed, and clean glasses and dishes shall be restocked. The conference room must be able to be locked (3)Conference Rooms. All rooms shall be made available to administrative staff at least 24 hours prior to the start of the sessions to facilitate setup by the conference staff. All classrooms shall have a minimum a chair, a writing surface and a door to provide group privacy. The classroom shall be set up with tables and chairs in a classroom style. The classrooms shall not be configured so tightly that it creates a safety hazard or personnel or that hinders a comfortable learning environment. 003 Audiovisual Support: The following equipment is required at the front of the room for AV support, a small table to place the audio-visual equipment, a screen, a hand held and lapel microphone and a podium. Classrooms shall be equipped to accommodate persons with disabilities, i.e., visual and/or physical impairments. The conference room shall include an overhead projector projection screen that allows for clear visibility from the entire room. The conference room shall include a butcher-paper flipchart with assorted markers. A lectern with a lighted paper rest or reading platform shall be provided. A public address system that includes a microphone on the lectern and a portable microphone that allows the use of the public address system from anywhere in the conference room. (4)A small office space shall be made available for the Conference staff as to store excess ERMC AV equipment and to conduct conference business. Acceptable Quality Level (AQL) a. Sharing a bathroom is acceptable only in double occupancy rooms; otherwise showing and toilet facilities down the hall are not acceptable. Date Accomplished - Enter date observation seen. Where Accomplished At the hotel Method of Surveillance - The method of surveillance for this objective is Customer Complaint and Random Sampling. The Government evaluator will assess all customer complaints as they are presented and determine their validity. The Government evaluator will perform random samplings to determine that standards are maintained and that safety requirements are met. The conference participants are given evaluation sheet where they can rate the hotel and the services provided. Conference participants are also instructed to contact the conference Director about unacceptable hotel services. Compliance - The hotel manager is contacted by the ERMC Conference Director about shortcomings and asked to make amends. A reasonable amount of time to correct the discrepancy is decided between the hotel manager and the ERMC Conference Director. In the event that the discrepancy is not corrected then the hotel shall not receive payment for services and compensation or deduction in the contract total shall be made. a. linens and towels changed daily b. double occupancy rooms with single beds c.
