Description
The Department of State, Office of Acquisition, intends to issue a Sole Source award to Diamondback Tactical, LLP, 23040 N 11th Ave Ste 100, Phoenix, AZ 85027 for (1) Predator 2 W/LTA-3A Armor, qty: 200 and (2) 8MM Steel Plate Level III ICW, 10X12, qty: 340. Diamondback Tactical, LLP is the manufacturer and sole supplier of the Predator 2 W/LTA-3A Armor. JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION 1. it is recommended that the Department of State use other than full and open competition for the acquisition of Low Vis Concealable Predator Ballistic Vest for the High Threat Protection Details. 2. Ballistic vest be purchased will enable the Agents to provide continued protection for personnel overseas. Additionally, continued safe travel and protected movement is required for high level U.S. Embassy and Consulate officials while travelling overseas, and for Ambassador level officials serving in international organizations working to restore and maintain economic and social stability. 3. The statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1). The regulatory authority is FAR 6.302-1, Only one responsibile source and no other supplies or services will satisfy agency requirements. 4. The Predator Ballistic vest system has been requested for the high threat protective detail and eliminates the need for DS to have to purchase two vests per agent, a concealable vest and a tactical vest. The economic impact to the U.S. Government for using other items than what is requested, would be great and would involve the re-training of all agents in the field including purchasing all new ballistic vests to issue to the various mission locations be it overseas or abroad. The vest is also the only vest to be tested and approved by the FBI.
