- Pre Solicitation "Notice" Only Project Location: Zion National ParkNAICS Code: 485113Contracting POC: Pamela R. Volmer, Contracting OfficerPhone: 303-969-2272Email: Pamela_Volmer@nps.gov This is not a Request for Proposals. The purpose of this notice is only to announce the intent of the government and to state that a Solicitation will be posted at a later date which shall occur no earlier than 15 days from the posting of this announcement. IAW 52.232-18, Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of collected funds from which payment for contract purposes can be made. Department of Interior, National Park Service, Intermountain Region, contemplates award of a firm fixed price with indefinite quantity contract. The proposed contract is full and open competition to all business concerns. All responsible businesses may submit a proposal which shall be considered by the National Park Service (NPS). A) No responses are required at this time and will not be accepted in response to this Pre-Solicitation Notice. This acquisition is being conducted under the procedures of FAR 5.201. The subsequent contract will be negotiated in accordance with FAR Parts 12, 13, and 37 as a commercial services contract. B) Title of Project: Shuttle Service Contract for Zion National Park C) Brief Description of Project Scope: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide the transit service as defined in the Performance Work Statement (PWS), and in accordance with the Federal Motor Carrier Safety Administration, Department of Transportation, Title 49, CFRPart383, controlled substances and alcohol use and testing, Medical Advisory Criteria for Evaluation under 49 CFRPart391.41, Department of Public Instruction Office Services, National Fire Protection Agency10 (NFPA 10), and the state of Utah Department of Transportation. The transit service consists of two loops - a 5.5-mile round-trip town loop and a 16.4-mile round-trip park loop. Between the two loops, visitors walk through the southern park entrance/visitor center plaza. The Contractor shall provide safe, timely, professional, and reliable services. The Contractor shall manage costs and resources effectively while meeting the terms of this contract and staying within the NPS approved annual allocation. D) Period of Performance: The period of performance for this contract is from the date of contract award to September 30, 2019. The duration of this contact's base year is five years. It will also contain five one-year extension options after conclusion of the initial five years. In accordance with FAR Clause 52.217-9, these options may be exercised at the discretion of the NPS. The NPS shall exercise these options through a written 60-day preliminary notice to the Contractor stating their intent to exercise the option at the end of the base period. The preliminary notice does not commit the NPS to an extension and any absence of notice shall not affect the validity of any exercise of the option to extend the term of this contract. This contract will be issued on a federal fiscal year (FY) basis - October 1 through September 30. In accordance with (IAW) Public Law 105-391, Title 16, Chapter 79, Subchapter III, Sec.5961, Special Rule for Transportation Contracting Services, the length of a transportation service contract shall be no more than 10 years in length, including a base period of 5 years and annual extensions for an additional 5-year period (one-year at a time) on satisfactory performance and approval by the Contracting Officer (CO). The cost proposal must include all operational costs to meet the terms and conditions of this contract. The cost proposal shall be made on the total cost of the provision of transit service for 10 years. E) Estimated Price Range: Between $10 Million and $17 Million over the life of the contract. F) Once the solicitation is posted, the request for proposals and documents shall be available without charge, through www.fedbizpps.gov. Work will be completed in accordance with government furnished specifications and plans. A paper solicitation will not be issued and electronic submission of contractor's proposals will not be accepted. G) Proposed Contract Type: Fixed Price Indefinite Quantity contract in accordance with FAR clause 52.216-22. H) This notice is not a request for competitive quotes. This is a Pre-Solicitation Notice Only. Responses should include a brief narrative of the contractor's capability to perform the services, the contractor's DUN and Bradstreet Number, Central Contractor Registration, ORCA, and identification of the contractor's business size in accordance with the size standard.
