- DESCRIPTION: This is 100% set-aside for small businesses. There is no solicitation to download. However, Attachment A Minimum Qualifications shall be downloaded. Architect-Engineer (A-E) services are required for a firm fixed-price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to meet statutory environmental requirements for all applicable environmental laws and regulations. The NAICS Classification Code is 541330, Environmental Engineering Services. The applicable size standard is $4.5M average annual gross receipts for proceeding three fiscal years. The maximum contract value may not exceed $50,000,000 aggregate total. Contract term is for a one-year base period with four one-year option periods. Each performance period will run 365 calendar days. The minimum guarantee of $5,000 for the entire contract term (including option years) will be satisfied by the award of the initial task order. The maximum amount of individual task orders issued under this contract is $3,000,000. There will be no dollar limit per year. Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. Hourly rates will be negotiated for each calendar (12 month period) year and are independent of which option year is in effect. The government may exercise the option period unilaterally. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. Contractors are not guaranteed work in excess of the minimum guarantee. Criteria factors are shown in descending order of importance. Brooks Act and Federal Acquisition Regulations (FAR) Part 36.6 selection procedures apply. Typical work may include environmental engineering and scientific assistance to support Installation Restoration (IR) Program requirements, and similar requirements to complete Resource Conservation and Recovery Act (RCRA), Military Munitions Response Program (MMRP), Base Realignment and Closure Program (BRAC) and environmental compliance projects predominantly in California, and to a lesser extent in Arizona, Colorado, Nevada, New Mexico, Utah, Washington, and at other DOD installations nationwide. Also included will be other federal agencies within this geographic area for which Naval Facilities Engineering Command Southwest (NAVFAC SW) is providing environmental services. These services include, but are not limited to, the following: studies, investigations, evaluations, consultations, conceptual design, value engineering, risk assessments, pilot or treatability projects to demonstrate innovative technologies, and operation, monitoring and optimization of environmental treatment or control systems. The Contactor shall also provide engineering services related to either continuation of an existing environmental restoration projects or the implementation of new environmental restoration projects. SELECTION CRITERIA AND SUBMITTAL REQUIREMENTS: The selection will be based on the following criteria: Criteria 1, Specialized Experience (SF 330, Section F); Criteria 2, Professional Qualifications (SF 330, Section E); Criteria 3; Past Performance (SF 330, Section H); Criteria 4; Quality Control (SF 330, Section H); Criteria 5: Location (SF 330, Section H); and Criteria 6, Capacity (SF 330, Section H). Criteria 1 and 2 are of equal importance and the remaining criteria are listed in descending order of importance. SF 330s will be evaluated to determine the most highly qualified firm based on criteria responses. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF 330 (A-E Qualifications) must be completed by the office/branch/individual team member actually performing the work under this contract. Projects not performed by the office/branch/individual team member will be excluded from evaluation consideration. Submission Requirements: The SF 330 Part 1 is limited to 40, 8.5"x11" pages. Minimum font size is 10 point. Submit the following: a) One (1) original and three (3) copies of SF 330 for the prime offeror (which also includes a completed Part II for the firm and key sub-consultants) addressing the following selection criteria information. SF330, Part 1, Section B: Contract Information: In Block 5, list firm's Dunn and Bradstreet and Taxpayer Identification Number in addition to the name of the firm. SF330, Part 1, Section D: Organization Chart: In addition to the Instructions provided for the SF 330, identify the overall relationship and lines of authority of the proposed team, including key sub-consultants. (Note: All individuals listed on the organization chart are not required to have a resume in Section E, such as administrative or lower level engineering positions.) This chart shall not be counted as part of the 40 page limitation. This chart must be affixed to the submittal to avoid separation in handling. The page size of the chart may be an 11" x 17" fold-out.CRITERIA 1, SPECIALIZED EXPERIENCE (SF 330, Part 1, Section F): Specialized experience of the firm and/or proposed consultants, that was substantially completed in the period between September 2005 to September 2009, in performing multiple, simultaneous projects involving field investigations and preparing studies/surveys/analysis/project work plans for environmental restoration projects and other technical support services relating to compliance with environmental laws and regulations for CERCLA, RCRA, aboveground/underground storage tanks (ASTs/USTs), IR, MMRP, BRAC and environmental compliance projects. Include experience relating to associated GIS mapping, human health and ecological risk assessments, obtaining environmental permits, and interfacing with regulatory agencies predominantly in California, and to a lesser extent in Arizona, Colorado, Nevada, New Mexico, Utah, Washington and other DoD installations nationwide. Recent experience documenting innovative cleanup strategies and successful attainment of regulatory closure for CERCLA or RCRA sites should be included. A maximum of 10 projects in total will be evaluated. CRITERIA 2, PROFESSIONAL QUALIFICATIONS (SF 330, Part 1, Section E): Professional qualifications and capabilities of the staff to be assigned to this contract must (a) include experience from September 2005 to September 2009 in performing CERCLA, RCRA, and aboveground/underground storage tank studies and environmental compliance projects; (b) identify professional credentials of the following key personnel: Program Manager, Senior Technical Manager, Quality Control Manager, Certified Industrial Hygienist, and Contract Manager; (c) identify professional credentials for the following non-key personnel: Project Manager, Senior Engineer, Engineer, Senior Project Scientist, Scientist, and Site Superintendent. Key personnel must be employee's of the prime contractor. Resumes for key and non-key personnel are limited to one page each and should cite project specific experience and professional qualifications. Minimum qualifications of key and non-key personnel are provided in Attachment A dated September 2009. SF330, Part 1, Section G, Key Personnel Participation in Example Projects: Submit in accordance with the SF 330 Instructions. From the total projects listed in Section F, provide a maximum of ten (10) projects. SF330, Part 1, Section H, Additional Information requested by Agency. Address the remaining Criteria 3 through 6; additional sheets may be used up to the maximum of 40 total sheets, if required. Clearly identify the Criteria number and title. CRITERIA 3, PAST PERFORMANCE (SF 330, Part 1, Section H): Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules, and reliability of the firm's quality assurance and quality control program. Document recent awards and commendations (do not submit copies). Safety: If the Offeror is a joint venture, information should be submitted as a joint venture. If there is no information for the joint venture, information should be submitted for each joint venture partner. Offerors must demonstrate the relationship between the firms and identify each partner's roles and responsibilities as it pertains to their safety program. Offerors shall submit the following information, certifying their corporate health and safety performance history. 1. Experience Modification Rate (EMR): Submit your insurance company EMR for the last five (5) years (September 2005 - September 2009). If an EMR is not available for the entire five year period from the insurance carrier, the Offeror shall provide an explanation as to why it is not available. If an Offeror was not rated by the insurance carrier, submit a letter from the insurance carrier stating that your firm was not rated. The letter shall provide a point of contact (name, phone number, email address) with the insurance carrier for verification purposes. Offerors shall advise your insurance agent that the government will contact them to confirm these EMRs. 2. Citations (Federal, State, and Municipal OSHA-Type): Submit copies of Federal, State, and Municipal OSHA-type citations for the last five (5) years (September 2005 - September 2009). Offerors shall provide a written response addressing corrective action taken by the Offeror and mitigation plans to avoid recurrence in the future. CRITERIA 4 - QUALITY CONTROL (SF330, Part l, Section H): Describe your corporate quality control program, process and procedures, and authorities assigned to the firm's Quality Control Manager. Quality Control program shall demonstrate knowledge of applicable regulatory requirements related to quality control. CRITERIA 5 - LOCATION (SF330, Part 1, Section H): Location in the general geographic area of, and knowledge of the locality in relation to Navy and Marine Corps installations primarily in California, and to a lesser extend Arizona, Colorado, Nevada, New Mexico, Utah, Washington and other DOD installations nationwide. Greater weight may be given to location in proximity to Navy and Marine Corps installations in California than in other states, but if proximity to installations in California were comparable with that of other firms, closer proximity to installations in Arizona would be an advantage. CRITERIA 6 - CAPACITY (SF330, Part 1, Section H): Capacity to accomplish the work in the required time. Indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period; and indicate specialized equipment, particularly related to state of the art technology. Include firm's ability to obtain security clearance(s) for its key personnel. SELECTION INTERVIEW REQUIREMENTS: Personal interviews may be scheduled for firms slated as most highly qualified. Firms slated for interviews may be asked to explain management and the Firms abilities. Elaborate presentations are not desired. ADDITIONAL INFORMATION: All information must be included in the SF 330 package, (cover letter, attachments and excess number of pages will be excluded from the evaluation process). Per DFAR 252.204.7004, firms must be registered with Central Contractor Registration (CCR) prior to contract award. Registration information is available at the CCR website, http://www.ccr.gov. In addition, in order to certify status as a small business firm, Offerors must complete the Online Representations and Certifications Application (ORCA) at https://orca.bpn.gov/login.aspx. In accordance with the Brooks Act, the A-E Firm must be a registered/licensed architectural and/or engineering firm and will be required to submit such proof prior to the interview phase of the selection process. In states where a firm is not required to be registered under state law, the name of the relevant architect or engineer, their state registration number, and business license is acceptable. A-E firms which meet the requirements described in this announcement are invited to submit a completed SF 330 to the office shown below. Firms responding to this announcement shall submit the SF-330 package by 23 October 2009 at 11:00 A.M. local time. This is not a request for a proposal. The submittal package (original, plus 3 copies) is to be received in this office (NAVFAC Southwest, 1220 Pacific Highway, Attn: Code AQE Lea Sili, Bldg. 127 - Rm 108, San Diego, CA 92132) no later than the date and time specified above.
