Description
The U.S. Army Corps of Engineers, Baltimore District, intends to negotiate, on a sole source basis, under the authority of 6.302-1, with Invasive Plant Control, Inc. for the acquisition of an invasive plant management plan. The purpose of the plan is to restore and manage the approximately 75 acres of forest land owned by the Annex as a natural area and to prepare an environmentally sound management plan for the control of invasive, non-native plant species. The sole source determination is based on Invasive Plant Control, Inc. unique qualifications for performing the required tasks and having extensive knowledge of the requirements needed to prepare and implement a plan using National, the State of Maryland and the Mid-Atlantic Exotic Pest Plant Council guidance. Invasive Plant Control, Inc. has prepared and implemented an invasive plant management plan at the Ft. Detrick, MD site and as a result of this experience has intimate knowledge of the operations and procedures required at the Forest Glen, MD annex. Information received in response to this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The determination to not compete the proposed acquisition is within the discretion of the Government. No solicitation package will be issued. This notice of intent is not a requrest for competitive quotations. However, responses received by 28 September 2009 will be considered by the Government.
