- This announcement serves as a notice of an intent to award a sole source Purchase Order using Simplified Acquisition Procedures (SAP) as prescribed in FAR Part 13 to the American Chemical Society (ACS) - Publications Division, 1155 Sixteenth Street, N.W., Washington, DC 20036. Under NAICS 519120, this purchase order is for the purchase of one year of Access ti the ACS Legacy Archives, for all existing sites of the US EPA, as defined by the 2009 EPA-wide subscription to Environmental Science & Technology managed by the US EPA Office of Environmental Information (ACS account number 2345134). This is a sole source requirement because the American Chemical Society - Publications Division is the sole responsible provider of this service. THIS IS NOT A REQUEST FOR QUOTATION. No contract awards shall be made based on offers submitted in response to this notice. All inquiries and concerns regarding this procurement shall be made in writing via email to Bowmam.JanetB@epa.gov. Responses to this notice must be submitted NLT 11:59 am EST 29 September 2009. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
