Description
INTENT TO AWARD SOLE SOURCE CONTRACT TO STANDARD MODERN LATHES INC FOR UPGRADES TO LATHES. The U.S. Mission & Installation Contracting Command (formerly Army Contracting Agency), Directorate of Contracting, Aberdeen Proving Ground, MD intends to negotiate solely (as prescribed in FAR 6.302-1) with Standard-Modern Lathes (SML) Inc., 7625 Kinbel ST Unit 17, Mississauga, ON, L5S 1A9. SML Inc. is the sole source provider of several lathes recently purchased with SPECIAL MILITARY SPECIFICATIONS. There are 16 lathes still under warranty that were previously purchased from SML that require additional upgrades to the most recent Lathes purchased retrofitting them to function with military specifications and updating them with proprietary software. Allowing another company to perform any work on the lathes will invalidate the warranty. Due to the historical nature of this particular procurement I am suggesting a sole source procurement to prevent from costing the Government additional funding to pay an unfamiluar company to redesign the lathes to the military specfications and paying SML to upgrade the lathes with their software and prevent from invalidating the warranty. It is in the Governments best interest to award this procurement to SML as a sole source procurement. The contractor shall provide maintenance, engineering services, and software upgrades for the following Government equipment. All standards within this document shall be met. The contractor shall perform on-site (APG) retrofiting of 16 each s-m lathes to military -spec standards. Retrofit to include quick change pulley system, beltguard safety interlock and mushroom tye e-stop on all units. Costs include all-expenses (travel, lodging, custom fabricating, parts, labor, and software as needed. Bring machinist training equpment to required specifications for safety and ease of operation. Period of Performance: 28 September 2009 through 27 March 2010 The North American Industry Classification System (NAICS) for this requirement is 333518 and the size standard is 500.
