- Naval Air Systems Command at Patuxent River, MD has a modification under contract N00019-09-C-0080. The Government intends to negotiate on a sole source basis with The Boeing Company (TBC), Global Transport and Executive Systems (GTES) of Seattle, Washington, for C-40A Sustaining Engineering (SE) support under the authority of FAR 6.302-1. This synopsis for commercial items is prepared in accordance with the format in Federal Acquisition Regulation Part 12. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may submit a capability statement. The government reserves the right to process this procurement as a sole source based on the responses received. The closing date for this synopsis is 05 October 09 at 4:00 P.M. Eastern Standard Time. APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source since The Boeing Company is the C-40A aircraft Original Equipment Manufacturer (OEM). The follow-on SE support effort will be incorporated into the existing C-40A production contract N00019-09-C-0080, with a base 12 month period of performance and four one-year option periods. The SE support will consist of: program management related effort; service action support; configuration management; Service Action Review Board (SARB) support; technical documentation and technical publication revision services; twenty-four hour in-flight emergency/aircraft on ground (AOG) support; product improvement planning; engine/APU configuration data status accounting reporting; problem inquiry (PI) support; and support engineering to C-40A CLS contractor. Additional SE support may include technical engineering assistance; engineering change proposals (ECPs); rapid response engineering skills, services, and materials to support unforeseen and unpredictable events that affect the C-40A; accident investigations, training, and OEM field service representatives (FSRs). The OEM SE support services will satisfy and maintain the Federal Aviation Administration certification process on the aircraft that is required by Federal Aviation Regulations, Title 14 of the Code of Federal Regulations, Part 23.
