- This is a Notice of Intent. The Bureau of Indian Affairs, Division of Acquisition, Western Regional Office, intends to issue a sole source procurement action with Harris N. Computer Corporation for the procurement of IT technical support services. Harris is to provide services such as personnel for training, supplies, needs assessment, custom programming assistance and help desk services for the AS-400 electrical program, of which Harris is the sole proprietary programmer, installer, and owner of the software program. The software program is part of the electrical utility system utilized in this area, which services the Truxton Canon Agency and Tribes within the jurisdiction of the Agency. The justification permitting other than full and open competition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302-1, "Only Once Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Harris N. Computer Corporation is the sole source/proprietary installer of the hardware and software program. This notice of intent is not a request for quotes or competitive proposals. No solicitation document is available. However, interested parties may identify their interest and capability for satisfying this requirement. The information submitted by the interested persons will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice os solely within the discretion of the Government. The Government will not pay for any costs associated with information submitted and responses to this notice.
