Description
General: The National Park Service (NPS), Department of Interior, is seeking responses from construction contractors who would have the capability and interest in single or multiple construction contracts for abandoned mine closures varying in magnitude in California, Arizona, and Washington. Hubzone, 8(a), Service Disabled Veteran, and small businesses should express their interest at this time. A solicitation is not being issued at this time, as the Government is conducting market research to locate interested, qualified contractors. Prospective offerors desiring to conduct business with DOI are requested to register at the National Business Center. Response to this notice must be received timely to be considered. Title of Project: Install Gates or Otherwise Close Abandoned Mines to Protect Visitors and Preserve Resource Habitat Description: The NPS will be undertaking a series of projects aimed at improving visitor and staff safety and resource protection at a number of abandoned mine lands sites. Potential mitigation measures include mine closures, entrance/portal reconstruction, exclusionary gates, cable nets, fences, bat compatible gates or cupolas, polyurethane foam and earthen backfill, site restoration through recontouring the landscape and planting native vegetation, blasting, and other measures. The park units with current requirements include the following: Death Valley National Park, Mojave National Preserve, Whiskeytown National Recreation Area, Joshua Tree National Park, Lake Mead National Recreation Area, Parashant National Monument, and Mount Rainier National Park. The following list summarizes the approximate number of mine openings requiring attention in each park:Death Valley National Park300-400Mojave National Preserve180Mount Rainier National Park7Whiskeytown National Recreation Area12Olympic National Park1Lake Mead National Recreation Area20Parashant National Monument17Joshua Tree National Park14 Access to the mine sites varies from sites that are adjacent to unpaved roads to sites that are accessible only by foot or helicopter. Many sites are level but others are on steep hills sides and at high elevations. Most sites would be considered to be in remote locations. Type of Procurement: Negotiated firm-fixed price contracts will be awarded. There will be multiple solicitations with a possible range in magnitude from less than 10 openings to more than 100 openings. It may be determined that Indefinite Delivery, Indefinite Quantity contract vehicles are appropriate for parts of the work. There is no government preference for the size of vendors or set-aside program at this time. It is anticipated that a mix of programs/contract vehicles will be used to satisfy the broad government requirement. The responses received to this and other market research efforts will help determine the Government's strategy. Hubzone, 8(a), Service Disabled Veteran, and small businesses should express their interest at this time and clearly identify their size/program status. Interested contractors must provide a letter of interest with qualifications and experience. Please include relevant experience for similar work (mine closures) and ability to perform at remote sites. Responses of interest must be submitted by noon MST time on Thursday October 8, 2009.
