Description
For the purposes of determining the appropriate level of small businesssubcontracting goals for the Facilities Construction Engineering and Technical ServicesFull and Open Competition, NASA/GSFC is seeking capability statements from: Small, SmallDisadvantaged, HUBZone, Historically Black Colleges (HBCU), Other Minority EducationalInstitutions (OMEI), Veteran-Owned, and Women-Owned, small businesses.The following areas are considered major functional service areas that will be providedunder the contract:a) Construction services to be provided include the management, planning, execution andquality control of a broad variety of new construction, modification, and rehabilitationprojects for facilities. The facilities consist of, but are not limited to, officebuildings, automated data processing areas, shops, laboratories, highly technicalresearch facilities, clean rooms, spacecraft & instrument test and integration areas,storage areas, utility buildings, interior and exterior utility systems and siteimprovements. We anticipate that the majority of subcontracting opportunities will occurin this first area, where task orders will be issued for each construction project.(b) Architectural and engineering (A/E) services that include preparing engineeringstudies, conceptual designs, preliminary cost estimates, final designs, constructionscheduling, engineering calculations and analyses, cost estimates, constructionspecifications, and participation in design reviews and construction follow-on servicessuch as submittal reviews. These services shall include civil, architectural, structural,mechanical, electrical, fire protection, environmental engineering, specificationwriting, and site survey as well as Computer Aided Drafting and Design services.(c) Engineering and technical services includes feasibility studies, specificinvestigations, state-of-the art building surveys, site surveys, master plans,underground utility marking, data interpretation and resolution, general technicalevaluations, and code investigations. Studies may include, but are not limited to,requirements analyses, cycle cost analyses, environmental assessments, energyconservation studies, special facilities requirements (for example, clean rooms andlaboratories), systems performance, environmental compliance, energy systems and fuels,maintainability and operability, evaluations of new construction materials and methods,and economic analysis for discrete Construction of Facilities projects. Investigationsmay include, but are not limited to, site and soil investigations, surveying, undergroundutility locating and marking, health and safety surveys, and materials testing.(d) Information resources services include maintaining building, site, and schematicmodels and incorporating as-built drawings into these Computer Aided Drafting and Design(CADD), Geographical Information System (GIS), and Computer Aided Facilities Management(CAFM) models. Services also include managing the distribution of CADD, GIS and CAFMsoftware licenses, implementing upgrades and new releases, and providing customization,user and desktop technical support, and training. Provide systems analysis, programmingsupport, upgrade administration, user/technical support, technical consulting andtraining for the following applications: MAXIMO (computerized maintenance managementsystem), Primavera Expedition (for managing onsite construction projects), MS VisualFoxpro/MS SQL server and Oracle databases. Administer the Facilities Management Divisionservers, maintain the division web page and operate a work control system to managefacilities engineering and construction work.Interested small businesses should submit capability statements addressing which specificfunctional area(s) you have the ability to perform as a subcontractor, by providinginformation on relevant work performed, dollar value of each referenced job, and list ofcustomers.Responses to this synopsis must include the following: name and address of firm, pointof contact, and type of business: small, small disadvantaged, HUBZone, HBCU, OMEI, and/orveteran/woman-owned.This RFI is to establish an appropriate level of small business subcontracting goals forthe Facilities Construction Engineering and Technical Services acquisition and is not tobe construed as a commitment by the Government nor will the Government pay forinformation solicited. Respondents will not be notified of the results.All responses shall be submitted to Randy Belew, via email, no later than October 2,2009.
