Description
RECOVERY ACTION PROJECT FACILITATION FOR PF 281, USGS NATIONAL WILDLIFE HEALTH CENTER, MADISON, WI This is notice of the Department of Energy (DOE), Golden Field Office (GFO) award of a time and materials competitive task order for a Project Facilitator (PF) for the United States Geological Survey (USGS) National Wildlife Health Center Energy Savings Performance Contract (ESPC) project to DOE Indefinite Delivery Indefinite Quantity (IDIQ) contract holder, Energy Management Engineering, Inc. (DUNS No. 001762926) located in Colorado Springs, Colorado. This award was made under the authority of Federal Acquisition Regulation (FAR) Subpart 16.504 Indefinite Quantity Contracts and 16.505 Ordering. This purchase was accomplished under NAICS 541690. Place of performance is at the National Wildlife Health Center in the Madison, WI area. The period of performance is 9/23/2009 thru 9/22/2014. This requirement is for ESPC project facilitation services for the National Wildlife Health Center. Rational for using other than a Firm Fixed approach: There are many variables to the project facilitation projects that the contractor cannot control. The contractors schedule is determined by the schedule of the work being performed on the Energy Savings Performance Contract (ESPC) and the schedule of the requesting Agency. Because of this, the Department of Energy, Golden Field Office cannot easily determine the amount of time that will need to be spent on this work. Therefore, this work is not conducive to a Firm Fixed approach.
